Purpose of Consultancy

• Contribute to the strengthening of health surveillance in Uruguay.
• Coordinate subregional information exchange on public health events.
• Facilitate technical consultations and harmonization of procedures.
• Consolidate operational mechanisms applicable to MERCOSUR countries and participants of the PROTECT Project.

Description of Duties

• Coordinate preparatory meetings with technical teams.
• Design methodology, prepare working documents, and facilitate consultation activities.
• Synthesize observations, comments, and recommendations from the validation process.
• Prepare final technical reports and consolidated products from the validation process.

Expected Products

• Product 1: Final report of the Regional Validation Exercise of Procedures and Cross-Border Exchange Flows for the PROTECT Project participants.
  • Objectives and methodology used.
  • Developed agenda.
  • List of participants.
  • Results of technical sessions.
  • Main observations from countries.
  • Agreements reached.
  • Summary of recommendations for strengthening regional coordination.

  Date of delivery: Day 60 of the consultancy.

• Product 2: Consolidated report with observations and validated final version of standardized operational procedures (POE).
  • Synthesis of observations received during the validation process.
  • Matrix of comments and responses.
  • Validated final version of standardized operational procedures.
  • Updated diagrams of information exchange flows.
  • Recommendations for application and follow-up of procedures.

  Date of delivery: Day 120 of the consultancy.

Requirements

• Legal residence in Uruguay (citizen or legal resident).
• University degree in Medicine and/or health sciences.
• Desirable postgraduate training in public health, epidemiology, risk management, or health emergencies.
• Minimum five years of experience in epidemiological surveillance, public health, or emergency management.
• Experience in facilitating participatory processes and multinational technical consultations.
• Experience in developing and validating operational procedures, protocols, or technical guidelines.
• Experience working with Mercosur countries.
• Experience working with international organizations and multiparty projects.
• Analytical skills.
• Technical writing skills.
• Ability to work in multicultural teams.
• Effective communication skills.
• Management of participatory processes.
• Excellent writing skills in Spanish.
• Desirable knowledge of Portuguese and English.

Payment Modality

• Product 1: $110,160 - 30 October 2026
• Product 2: $162,000 - 15 December 2026

Execution Period and Contract Duration

The contract will be effective from the date of signing, and all activities and deliverables must be completed and fully approved by December 15, 2026.

Supervision

The consultancy will be supervised by the Non-communicable Diseases Advisor of PAHO Uruguay and/or the PAHO Representative in Uruguay, in coordination with the technical team of the PROTECT Project.

Execution Location

• Remote work with virtual participation in technical meetings.
• Possible official travel according to project needs and PAHO policies.
• Availability for periodic virtual meetings and official missions as required.
