Role Description

The Medical Quality Control Manager is responsible for the development, implementation, coordination, monitoring, and evaluation of healthcare quality management, performance improvement, compliance, and clinical auditing programs supporting GardaWorld Federal Services' (GWFS) detention healthcare operations nationwide. Reporting directly to the Senior Manager, Medical Operations, the Medical Quality Control Manager provides headquarters-level oversight of quality assurance, accreditation readiness, corrective action management, risk mitigation, and regulatory compliance activities across all detention healthcare programs.

The incumbent collaborates with Corporate Leadership, Facility Leadership, and government stakeholders to ensure healthcare services are delivered in accordance with contractual requirements, National Detention Standards (NDS), Performance-Based National Detention Standards (PBNDS), accreditation standards, applicable federal regulations, evidence-based practices, and organizational policies. This position serves as a key member of the corporate medical operations team and promotes a culture of quality, compliance, patient safety, and continuous improvement across all supported facilities.

Duties/Responsibilities

• Develop, implement, and oversee enterprise-wide healthcare quality assurance and performance improvement programs.
• Monitor compliance with National Detention Standards (NDS), Performance-Based National Detention Standards (PBNDS), healthcare regulations, accreditation standards, and contractual requirements.
• Conduct routine audits, assessments, chart reviews, site evaluations, and compliance monitoring activities across healthcare programs.
• Analyze healthcare performance indicators, clinical outcomes, incident reports, grievances, mortality reviews, and quality metrics to identify trends and opportunities for improvement.
• Develop and monitor corrective action plans resulting from audits, inspections, quality reviews, accreditation surveys, and government findings.
• Coordinate enterprise-wide quality improvement initiatives focused on patient safety, compliance, clinical outcomes, and operational performance.
• Monitor facility compliance with healthcare documentation requirements, clinical protocols, utilization management activities, and standards of care.
• Review healthcare records, reports, and quality data for accuracy, completeness, and compliance.
• Support preparation for government inspections, accreditation surveys, audits, and contract compliance reviews.
• Lead and coordinate medical department preparation and ongoing readiness for American Correctional Association (ACA) accreditation and reaccreditation across multiple detention healthcare sites, including gap assessments, mock surveys, evidence collection, and remediation tracking.
• Partner with each Health Services Administrator (HSA) to evaluate compliance with applicable ACA healthcare standards, address identified deficiencies, maintain required documentation, and sustain accreditation readiness.
• Collaborate with facility and corporate leadership to address quality concerns, risk factors, and performance deficiencies.
• Track, trend, and report quality, compliance, patient safety, and operational performance metrics.
• Assist in developing policies, procedures, quality monitoring tools, audit instruments, and performance standards.
• Participate in root cause analyses, risk assessments, healthcare investigations, and performance improvement activities.
• Provide guidance and education to facility leadership regarding quality improvement methodologies, compliance requirements, and best practices.
• Support implementation of new healthcare initiatives, operational improvements, and program standardization efforts.
• Prepare executive reports, dashboards, compliance summaries, and quality performance analyses for leadership review.
• Maintain confidentiality of patient information, quality review activities, and investigative findings.
• Perform other duties as assigned.

Qualifications

• Bachelor's degree in Nursing, Healthcare Administration, Public Health, Health Information Management, Quality Management, or a related healthcare field. Masters preferred.
• Minimum five (5) years of experience in healthcare quality management, accreditation, compliance, performance improvement, healthcare auditing, or healthcare operations.
• Minimum three (3) years of experience supporting correctional healthcare, detention healthcare, hospital operations, government healthcare programs, or similar healthcare environments.
• Experience conducting audits, chart reviews, compliance assessments, and quality improvement initiatives.
• Experience analyzing healthcare data and developing performance improvement recommendations.
• Proficiency with Microsoft Office Suite and healthcare reporting systems.
• Ability to obtain and maintain all required government clearances, facility credentials, and contractual requirements.
• Ability to provide proof of citizenship or legal U.S. work authorization.
• Must consent to fingerprinting and background investigations.
• Must be able to read, write, speak, and understand English proficiently.
• Strong knowledge of healthcare quality assurance, performance improvement, patient safety, and regulatory compliance principles.
• Knowledge of detention healthcare operations, correctional healthcare practices, and federal healthcare programs.
• Thorough understanding of National Detention Standards (NDS), Performance-Based National Detention Standards (PBNDS), and healthcare accreditation standards.
• Knowledge of quality management methodologies, auditing techniques, risk management processes, and corrective action planning.
• Ability to evaluate healthcare operations, identify deficiencies, and recommend performance improvement strategies.
• Strong analytical, investigative, and problem-solving skills.
• Ability to collect, interpret, analyze, and present healthcare quality and performance data.
• Excellent written, verbal, presentation, and communication skills.
• Proficiency in Microsoft Office applications including Excel, Word, PowerPoint, Outlook, and Teams.
• Strong organizational, project management, and documentation skills.
• Ability to work independently while collaborating effectively with multidisciplinary teams.
• Ability to exercise sound judgment, maintain confidentiality, and manage multiple priorities simultaneously.

Preferred Qualifications

• Registered Nurse (RN) Certified Professional in Healthcare Quality (CPHQ), or similar professional certification.
• Master's degree in Healthcare Administration (MHA), Public Health (MPH), Nursing, Quality Management, or a related field.
• Experience supporting government agencies through federal healthcare programs.
• Experience with ACA, NCCHC, Joint Commission, or other healthcare accreditation standards.
• Experience with quality dashboards, healthcare analytics, utilization management, and enterprise quality programs.
• Experience managing multi-site healthcare quality programs.

Work Environment

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.

Physical Requirements

• Must be able to remain in a stationary position 50% of the time.
• The employee is frequently required to move about inside the office to access file cabinets, office machinery, etc.
• The employee is occasionally required to stand; climb or balance and stoop, kneel, crouch, or crawl.
• The employee must occasionally lift and/or move up to 25 pounds.
