Role Description
This home-based (remote) position is open to Washington residents and those living in Oregon and Idaho only. Work may be performed remotely or from our office located in Tumwater, WA, based on the employee’s preference. Field work throughout Western Washington is required and is expected to comprise approximately 30% of work time. This position requires in-person attendance and travel to various locations within the region to conduct reviews and audits of documents and perform investigations. When not traveling for work, the incumbent may work from a DOH facility or alternate location.
This Health Care Investigator 3 position supports the Department’s Mission to protect and improve the health of people in Washington State by providing timely and thorough investigations into allegations of misconduct of licensed healthcare professionals, practice reviews, and inspections of selected regulated healthcare facilities. The Office of Investigative and Legal Services (OILS) implements the discipline procedures for health and health-related professionals and businesses as required under the Washington Uniform Disciplinary Act, RCW 18.130 (UDA).
Key Responsibilities Include:

Investigation Planning & Statutory Compliance

Statutory Application: Review and interpret guidance, policies, rules, and statutes (such as Title 18.130 RCW, the Uniform Disciplinary Act, and the medical marijuana consultant program) to determine the scope of a complaint.

Plan Formulation: Write and adapt comprehensive investigative plans based on allegations, identifying necessary facts, evidence, witnesses, and sequential steps.

Strategic Coordination: Receive assignments from supervisors and coordinate investigative tactics using senior-level expertise.

Evidence Gathering, Interviews, & Fieldwork

Field Interviews: Conduct on-site interviews with respondents, complainants, and witnesses in homes, offices, healthcare facilities, and other establishments statewide.

Evidence Collection: Collect, preserve, and investigate information gathered through observation, document reviews, and health care, business, government, or financial records.

Records Auditing: Audit medical, billing, business, and financial records, while strictly documenting all contact with involved parties.

Legal Compulsion: Write and serve subpoenas and notices of intent to subpoena to compel witness attendance or record production.

Inspections, Audits, & Compliance Reviews

Practice Audits: Conduct independent, on-site practice reviews and audits within office settings using specific checklists.

Sanitation Inspections: Inspect worksites for sanitary conditions and infection control methods against regulations.

Order Service: Formally serve orders issued by disciplining authorities, including cease and desist notices, suspensions, and revocations.

Inter-Agency Coordination & Legal Proceedings

Cross-Jurisdictional Collaboration: Coordinate multi-unit and multi-agency investigation efforts with peers regarding complex healthcare issues.

Legal Record Retrieval: Obtain official investigative reports, supporting documents, charging records, and court records.

Warrant Execution: Participate directly in the execution of search warrants when necessary.

Legal Testimony: Participate in administrative hearings and court proceedings to provide expert testimony.

Reporting, Administration, & Case Management

Report Writing: Prepare, organize, and write objective, logical investigative reports using approved templates to support administrative actions.

Inspection Reporting: Create written reports reflecting the results of compliance reviews, audits, and physical inspections.

Database Management: Log all activities into the office database and maintain accurate timekeeping records for billable hours.
Qualifications

Eight (8) years of experience as an investigator with a criminal justice or regulatory agency, or corporate entity, which must include three (3) or more years of field experience preparing evidence, interviewing witnesses, and respondents or suspects.

Two (2) years of experience as a Health Care Investigator 2.
Requirements

After a conditional offer of employment, a criminal history background check will be conducted.

This position conducts Uniform Disciplinary Act (UDA) investigations as required by RCW 18.130, and investigates reports of unprofessional conduct, as defined in RCW 18.130.180.

Preferred Qualifications

Bachelor’s degree in criminal justice, a health discipline, or related field.

Demonstrated knowledge, ability, and experience applying state laws, including the Uniform Disciplinary Act and Washington Administrative Procedure Act.

Working Conditions

Work Setting: This position works in the Western region within Washington state. Duties require regular in-person attendance and travel to various locations within the region.

Schedule: This position has a work schedule of 40 hours per week. DOH business hours are Monday to Friday 8:00 a.m. to 5:00 p.m.

Travel Requirements: Regular travel is required to perform investigative duties at various sites.

Tools & Equipment: This position uses standard office furniture and equipment, such as a desk, office chair, cell phone, computer, monitor(s), keyboard, and mouse.
