Role Description

Kadiak, LLC, a Koniag Government Services company, is seeking a Chief Medical Information Officer to support Kadiak and our government customer. This is a Remote opportunity. This position requires the candidate to be able to obtain a Public Trust.

The Chief Medical Information Officer (CMIO) serves as the senior clinical informatics advisor to federal clinical and program leadership across the design, build, deployment, and sustainment of a federal health agency's Oracle Health (Cerner) Millennium electronic health record (EHR). In support of an active implementation and deployment program, the CMIO:

  • Analyzes clinical content and configuration questions and prepares recommendations for federal decision-makers.
  • Supports clinical governance and change-control bodies.
  • Coordinates clinical participation in testing and data-migration validation.
  • Analyzes site readiness criteria.
  • Supports clinical command-center and hypercare operations through go-live and the transition to sustainment.

This role requires a strong background in medical informatics, board certification in clinical informatics, and extensive experience working within federal healthcare environments.

Qualifications

  • Education: MD or DO degree required; advanced degree in Health Informatics, Healthcare Administration, or a related field preferred.
  • Board Certification: Board certified in Clinical Informatics (ABPM/ABMS) or equivalent health informatics board certification.
  • Licensure: Active, unrestricted license to practice medicine in a U.S. state or territory.
  • Experience: Minimum of 10 years of clinical experience, with at least 5 years in a leadership role within medical informatics, specifically involving EHR systems design, build, and implementation.
  • Implementation & Deployment Experience: At least one full-lifecycle enterprise EHR implementation carried from design and build through go-live and hypercare; multi-site, wave, or cohort deployment experience preferred.
  • Oracle Cerner Millennium Experience (Preferred): Hands-on experience with Oracle Health (Cerner) Millennium β€” its clinical solution set (PowerChart, PowerOrders/PowerPlans, Dynamic Documentation, FirstNet, SurgiNet, PharmNet) and its build, domain, and code-set model.
  • Federal Health Experience: Demonstrated experience working within federal health systems, such as the VA, DoD/DHA, IHS, or other federal healthcare agencies; familiarity with federal EHR modernization efforts and joint program office structures preferred.
  • Federal Program Delivery: Experience delivering clinical or health IT services in a federal program environment β€” performance work statements, defined deliverable schedules, integrated master schedules, and a working understanding of which determinations rest with federal officials and how recommendations are packaged for them. Familiarity with FISMA/RMF authority to operate and Section 508 requirements preferred.
  • Travel: Ability to travel to deployment sites, including extended on-site support during testing events, go-live, and hypercare windows (estimated 20% annually, concentrated around deployment milestones).
  • Ability to obtain a Public Trust.

  • Strategic Vision: Ability to shape and advance a strategic vision for health information technology, aligning recommended EHR initiatives with agency mission and program objectives.
  • Interoperability & Data Standards: Working command of HL7 v2, FHIR, C-CDA, and the clinical terminologies (SNOMED CT, LOINC, RxNorm, ICD-10) that govern interfaces, migration, and reporting.
  • Change Control & Configuration Management: Fluency in change-control governance β€” intake and triage, impact and level-of-effort assessment, and delegated versus board-level approval paths.
  • Influence Without Positional Authority: Ability to move clinical questions to resolution through analysis, credibility, and consensus-building.
  • Patient Safety Science: Command of EHR-related safety risk, usability and human-factors principles, SAFER Guides, and safety event analysis applied to configuration decisions.
  • Regulatory Knowledge: Comprehensive knowledge of federal health IT regulations, including HIPAA, HITECH, 42 CFR Part 2, ONC certification and information-blocking rules, CMS quality reporting, and applicable accreditation standards.
  • Leadership, Communication & Change Management: Ability to communicate complex technical concepts to non-technical stakeholders and lead adoption and optimization of health information technology.
  • Judgment Under Schedule Pressure: Sound clinical judgment applied to framing risk acceptance, mitigation, and escalation options for federal leadership.
  • Cultural Competence: Ability to work effectively with diverse, rural, and historically underserved patient populations and the clinical teams that serve them.
