Role Description
This position leads the strategic development and operational implementation of Behavioral Health integration across CareOregon to improve whole-person outcomes and advance high-value care in alignment with Quintuple Aim outcomes. In partnership with line of business and functional leaders, the role designs, develops, and spreads learning networks, outcomes-based care initiatives, quality improvement activities, and system transformation programs across CareOregon’s provider network. Additionally, the position advances Behavioral Health services by developing and deploying technical assistance resources to key partners and leveraging data insights to guide implementation, evaluation, and continuous improvement of programs and procedures.
NOTE: This position is remote, work from home, but you must reside in Oregon or SW Washington. The schedule is M-F or 4 tens.
Estimated Hiring Range: $113,940.00 - $139,260.00
Bonus Target: Bonus - SIP Target, 5% Annual
Qualifications

Master’s degree in behavioral health-related field (e.g., social work, counseling, psychology, etc.) - or - healthcare administration, business administration, or public health

Minimum 5 years’ experience in behavioral health field including developing and implementing strategy in support of organizational goals

Minimum 2 years’ experience in a supervisory position or minimum 1 year experience in a supervisory position with completion of CareOregon’s Aspiring Leaders Program (preferred)

Experience in one or more of the following areas:

Organizational process improvement and program development and/or project management
-
Quality measurement and evaluation (e.g., HEDIS, clinical program evaluation)

Outcomes measurement and feedback informed care (e.g., PHQ-9, GAD-7, ORS/SRS)

Adult learning theory and training design
-
Medicaid or related managed care environment
Requirements

Lead the development and implementation of new initiatives and collaborative to improve delivery system outcomes of improved whole health, cost reduction, and the reduction of nonvalue-added care activities.

Collaborate with internal data teams and external providers to develop and implement quality metrics that support behavioral health integration and align with provider programs, contracts, and Quintuple Aim outcomes.

Collect, analyze, and communicate data insights to guide implementation and continuous improvement of plans, programs, and procedures.

Develop, test, and improve curriculum and training materials to support implementation and spread of new models of care, evidence-based practices, and data-informed quality improvement activities across multiple lines of business.

Direct the development and implementation of training sessions, collaboratives, and learning systems that support and drive improvement.

Lead functional workgroups, committees, and stakeholder engagement efforts to support Behavioral Health integration, achieve consensus, and drive system-level outcomes.

Serve as a representative of CareOregon in external partnerships to develop contracts for technical assistance, create partnerships, and foster collaboration and organizational learning.

Research and monitor clinical and process improvement best practices and integrate learnings into current work.

Develop strategies for creating and supporting a network of provider-based improvement advisors and provide coaching to support implementation and spread of best practices.

Evaluate program effectiveness and outcomes and recommend adjustments to improve impact, scalability, and sustainability.
