Role Description

DATABASE ADMINISTRATOR

Seize your opportunity to make a personal impact supporting the Administrative Office of the United States Courts (AOUSC). The AOUSC is responsible for providing oversight, supervision, and coordination of the court and judicial case management systems. These systems include the Judiciary’s Case Management/Electronic Case Files (CM/ECF) and Public Access to Court Electronic Records (PACER) systems.

The Database Administrator will work as part of the PACER Development team responsible for developing, operating, and supporting internal and external systems that allow for secure public access to court electronic records for the Judiciary.

The successful candidate will be responsible for:

• Providing full operational lifecycle support of Informix, MySQL and other databases including administration, configuration, maintenance, performance tuning and security.
• Working with enterprise DBAs to install, configure, secure, maintain, deploy, and support databases which reside on enterprise systems.
• Developing templates and implementing standard configurations for all databases.
• Configuring, maintaining, and supporting Enterprise Replication services where required.
• Monitoring database health and actively mitigating potential issues and downtime.
• Implementing changes in all environments through approved change management processes, including after business hours work for changes to production systems.
• Participating in the design and implementation of changes to new and existing database schemas.
• Participating in the planning and implementation of data migration strategies.
• Writing SQL queries to extract data to support program and stakeholder requests.
• Working with enterprise administrators to ensure that databases are being backed up and perform annual recovery tests.
• Collaborating with Data Platform Engineers, Data Engineers, Architects, Security teams, and app teams.
• Ensuring DB environments comply with all security, privacy, governance, & regulatory requirements.

Qualifications

• MA/MS degree with 5+ years or BS/BA degree with 7+ years of general experience in IT systems.
• Strong experience administering cloud database platforms, including Informix and MySQL.
• Expertise in SQL, performance tuning, workload management, and database optimization.
• Experience operating databases in AWS or hybrid cloud environments.
• Proven ability to automate database administration using IaC and scripting.
• Familiarity with federal security, compliance, and audit requirements.
• Strong analytical, troubleshooting, and problem-solving skills.
• Ability to work independently and collaboratively with technical and business teams.
• Effective communication and documentation skills.
• Knowledge of modern monitoring/observability tools and CI/CD workflows.
• Experience applying industry best practices and emerging data platform technologies.
• Consultant mindset and ability to work with stakeholders to define and improve database operations.

Requirements

• Database Operations, Database Optimization, IBM Informix, MySQL.
• 7+ years of related experience.
• IBM Database Certification (Required).
