Role Description
This position is located in the Financial Operation Center (FOC), Revenue and Disbursement Group (RDG), within the Office of the Managing Director (OMD) at the Federal Communications Commission (FCC) located in Washington, DC. Relocation expenses will not be paid. THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS.

The incumbent serves as the Chief of the Revenue and Disbursement Group (RDG), directing and overseeing the recording functions for disbursement and collection activities of the Commission.

Supervises a group of subordinate staff with diverse responsibilities; sets and adjusts priorities; establishes schedules for the completion of work; and identifies and implements ways to improve efficiency and enhance productivity and quality of work.

As a senior technical expert in System Accounting, provides expert analysis and evaluation of accounting and financial management systems; applies modern technology to design/develop system processes for GENESIS data integration with GSA and Treasury systems such as: CIR, CSNG, DNP, PAM, and SAM; develops processes for the agency's Auction data integration.

Maintains agency and required federal government accounting procedures to ensure that financial transactions are processed in a consistent, accurate, and timely manner.

Monitors the progress of documents through the financial systems to ensure accurate posting.

Provides and documents the audit review of select vouchers and commercial invoices for accuracy.

Obtains guidance on issues arising from systems development, modifications, or enhancements.

Interprets, applies, and provides guidance on standards promulgated by General Accountability Office (GAO), Treasury, and Office of Management and Budget (OMB) and coordinates the resolution of problems arising from changes in reporting requirements.

Exercises broad responsibility to provide technical and procedural guidance and financial management leadership to assure the day-to-day activities of the RDG.

Candidates must meet the educational requirements in addition to specialized experience requirements along with the required competencies in order to be deemed as qualified.

GS-15 Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-14 in the Federal service.

Specialized experience includes:
-
Providing authoritative advice and assistance on complex accounting and financial management systems requirements and assessments.
-
Reviewing, analyzing, and auditing a wide variety of accounting systems and documentation required to prepare, validate, and analyze financial statements, records, and reports.

Analyzing, developing, and implementing solutions to financial or accounting systems for accuracy and to meet agency directives.
-
Interpreting, developing, formulating, and implementing accounting policies and procedures.

Mastering processes to integrate with GSA/Treasury Systems such as CIR, Credit-Card, CSNG, DNP, PAM, and SAM, and with the FCC's Auction System and extensive experience in using the agency's GENESIS system, including the database structure.

Supervising or leading subordinate staff.

PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations.
Requirements

Suitable for employment as determined by a background investigation.

Current FCC employees must provide SF-50 verifying grade & status.

Resume must not exceed two pages and must meet resume format criteria.

Education-Transcripts Required: Applicants must currently be employed in the Federal Communications Commission in positions serving under career or career conditional appointments.

ALL FCC EMPLOYEES MUST provide a legible Personnel Action, SF-50, that verifies your status and highest permanently held grade. If an SF-50 is not submitted, the application will be rated as ineligible.
