Role Description

The IT Budget & Operations Manager is a strategic and operational leader responsible for overseeing the financial management, administrative operations, and performance optimization of the Information Technology division. This role ensures effective stewardship of IT resources, drives transparency in budgeting and cost allocation, and is the primary point of contact on legal contracts with General Counsel and Procurement. Reporting to the CIO, this position serves as a key partner in aligning IT financial strategy with institutional priorities, enabling data-driven decision-making, and maximizing the value of technology investments.

What You Will Do

  • Analyze financial data and create financial models for decision support; report on financial performance; and prepare for regular leadership reviews.
  • Evaluate financial performance by comparing and analyzing actual results with plans and forecasts.
  • Work closely with CIO and DCIO to develop, recommend and establish strategies, plans and processes to understand and control operating expenses.
  • Guide the cost analysis process by establishing and enforcing policies and procedures.
  • Proactively seek opportunities to improve processes based on data.
  • Work with the CIO and DCIO to develop and maintain a 10-year capital budget plan.
  • Develop and maintain an annual operating plan, identifying all hardware and software maintenance agreements.
  • Serve as the primary point of contact between ITSD and Purchasing/Legal for new agreements or changes to existing agreements.
  • Provide all financial management and support to all ITSD and Library teams.
  • Responsible for obligation requests, entries and monitoring.
  • In collaboration with the Budget Office, responsible for strategic budget analyses and forecasting.
  • Serve as a trusted advisor to IT leaders, Finance, and senior administrators.
  • Build dashboards and reporting to provide visibility into spend, utilization, and operational performance.
  • Perform financial analysis for leases, investigates and evaluates billing, payments, and vendor proposals.
  • Identify areas for revenue savings and drive the transformation of the divisional spending plan.
  • Manage one employee focused on IT finance and operations.
  • Assume additional responsibilities as required.

Qualifications

  • Bachelor’s Degree in Business, Accounting or Finance.
  • A minimum of 8-10 years of successful experience in finance or budget or related experience.
  • A minimum of 5 years of experience managing staff.
  • Advanced knowledge of financial modeling, analytical and data gathering skills.
  • Excellent communication, interpersonal, and problem-solving skills.
  • Experience collaborating with senior management in a higher education setting.
  • Understanding of modern, SaaS financial and budgeting systems/software.
  • Experience providing timely and complete monthly financial/budget reporting.
  • Strong quantitative and qualitative analytical skills.
  • Demonstrated effectiveness in working with a diverse student body, faculty, staff and other constituents.
  • Ability to create an environment where direct reports have the freedom and security to take initiative.
  • Ability to work independently to solve problems and take on responsibility.
  • Ability to anticipate and effectively handle change.
  • Strong computer skills including proficiency in Microsoft Office (Word, Excel, Access, PowerPoint).

Requirements

  • Occasional evening/weekend work required.
  • Position can be fully remote; the on-campus requirement is subject to modification based on organizational need.
