Role Description

The Roatán Financial Services Authority (RFSA) is seeking an experienced Financial Intelligence & Digital Assets AML Specialist to support its financial intelligence, anti-money laundering, and financial crime risk functions. This is a specialized role for a professional with strong practical experience in:

  • Anti-Money Laundering and Counter Financing of Terrorism (AML/CFT)
  • Digital assets
  • Cryptocurrency transaction monitoring
  • Blockchain analytics
  • Financial crime investigations

The successful candidate will initially join under a fractional arrangement, with the potential to transition into a full-time position. The role can be performed remotely; however, approximately one week of travel to Roatán, Honduras per month is expected.

Key Responsibilities

  • Analyze suspicious activity and transaction patterns involving digital assets and cryptocurrency.
  • Assess AML/CFT, fraud, sanctions, and financial crime risks across regulated financial and digital asset businesses.
  • Conduct blockchain transaction tracing and identify potentially suspicious wallet activity, counterparties, and transaction flows.
  • Review and analyze Suspicious Activity Reports (SARs) and Suspicious Transaction Reports (STRs).
  • Assess AML/CFT programs, transaction-monitoring controls, customer due diligence, enhanced due diligence, sanctions screening, and beneficial ownership controls.
  • Support regulatory examinations and assessments of financial institutions and virtual asset service providers.
  • Identify emerging cryptocurrency fraud, money-laundering, sanctions-evasion, and financial crime typologies.
  • Prepare clear analytical findings, regulatory reports, and recommendations.
  • Liaise with regulatory authorities and other relevant domestic and international stakeholders.
  • Contribute to the continued development of RFSA's financial intelligence and digital asset supervisory capabilities.

Qualifications

  • Minimum 5 years of substantive experience in AML/CFT, financial crime, compliance, investigations, or financial intelligence.
  • At least 3 years of relevant experience within a financial institution, financial regulator, financial intelligence environment, law-enforcement financial investigation function, fintech, cryptocurrency institution, or Virtual Asset Service Provider (VASP).
  • Demonstrable hands-on experience investigating, monitoring, or assessing cryptocurrency and digital asset transactions.
  • Practical experience with blockchain analytics tools such as Chainalysis, TRM Labs, Elliptic, or equivalent.
  • Experience with transaction monitoring, suspicious activity investigations, SAR/STR analysis, AML risk assessment, and fraud detection.
  • Strong understanding of FATF standards, sanctions, KYC, CDD/EDD, beneficial ownership, PEPs, and source-of-funds/source-of-wealth analysis.
  • Strong written and verbal communication skills in English.

Preferred Qualifications

  • Professional Spanish proficiency.
  • Experience working within recognized banks, regulated financial institutions, cryptocurrency exchanges, fintech companies, blockchain analytics companies, financial regulators, or financial intelligence units.
  • CAMS, CFCS, CFE, ICA or equivalent financial crime certification.
  • Chainalysis, TRM Labs, Elliptic or other digital asset investigation certification.
  • Experience working with regulators, law enforcement, or international financial crime investigations.
  • Experience in both traditional banking and digital assets is highly desirable.

Ideal Candidate

We are particularly interested in professionals who combine traditional financial crime and AML expertise with hands-on cryptocurrency investigation experience. The ideal candidate understands how financial institutions manage AML risk but is equally comfortable tracing blockchain transactions, assessing wallet exposure, identifying crypto-related fraud typologies, and evaluating the AML controls of digital asset businesses. Candidates may be based in the Americas or Europe and should be comfortable traveling periodically to Roatán, Honduras.
