[Hiring] Deputy Chief Financial Officer @State of Washington

Role Description

This home-based (remote) position is open to Washington residents and those living in Oregon and Idaho, as well as candidates outside this area who are willing to relocate to Washington, Oregon, or Idaho within 30 days of their start date. Work may be performed remotely or from our office located in Tumwater, WA, based on the employee's preference.

The Department of Health’s Office of Financial Services provides the financial and operational foundation that supports the agency’s work. As Deputy Chief Financial Officer, you’ll partner with the CFO to lead the office’s strategic and day-to-day operations, overseeing 175 FTE.

This is a broad enterprise leadership role with influence well beyond Financial Services. You’ll advise the Secretary of Health, Chief of Staff, and executive leadership on financial, operational, and administrative matters; help shape agency policies and procedures; and represent the financial perspective in decisions that affect the agency.

Key Responsibilities Include:

• Leading Financial Services Operations
  • Partner with the CFO to provide strategic and operational direction for the Office of Financial Services.
  • Lead strategic planning and monitor and report on Financial Services performance measures.
  • Oversee the day-to-day operations, performance, efficiency, and effectiveness of the office, incorporating LEAN and quality improvement into daily work.
  • Provide leadership and oversight for Accounting and Grant Services, Emergency Response Finance, the Performance Improvement Team, and administrative staff.
  • Support budget proposals and adjustments.
• Leading People and Organizational Performance
  • Promote employee engagement, professional development, and a culture of accountability and continuous improvement.
  • Oversee recruitment, hiring, performance management, separation, and grievance matters for Financial Services.
  • Coach and support supervisors in effective performance management.
• Shaping Enterprise Policy and Financial Operations
  • Lead the development, implementation, maintenance, and review of enterprise financial and administrative policies and procedures.
  • Ensure financial policies and procedures remain aligned with state and federal requirements.
  • Participate in the DOH Policy Review Committee and provide recommendations on the financial and operational impact of agency policies and initiatives.
  • Support the Financial Operations Group in coordinating financial and budgetary matters across the agency.
  • Provide guidance to other Central Business Services offices on the development and management of the agency’s indirect cost proposal.
• Providing Financial Leadership During Emergencies
  • Lead financial aspects of emergency preparedness and response activities, including fiscal and contracting functions.
  • Provide staffing and leadership for Finance Section Chief, Deputy Finance Section Chief, and Timekeeper roles during Incident Management Team activations.
  • Coordinate Financial Services responsibilities with the Agency Duty Officer and Agency Coordination Center Director during emergency response.
  • Serve in succession as CFO during a Continuity of Operations activation.
• Influencing Agency-Wide Decisions
  • Co-facilitate the Agency Deputies Group and contribute the financial perspective to agency policy, information technology, and administrative decisions.
  • Advise agency leadership on financial management, policies, procedures, resource allocation, and enterprise initiatives.
  • Represent the Department of Health on statewide workgroups, committees, and partnerships with other state and federal agencies and national organizations.

Qualifications

• Experience may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.
• Option 1: Five (5) or more years of experience managing the financial operations of an organization or major subdivision, including organizational development, strategic planning, and resource management.
• Option 2: Bachelor’s degree in accounting, finance, public administration, business administration, public finance, organizational development or closely allied field; and three (3) or more years of experience managing the financial operations of an organization or major subdivision, including organizational development, strategic planning, and resource management.
• Three (3) or more years of management/leadership experience including supervising and managing staff and providing direction and coaching in all aspects of workforce and performance development.
• Experience developing, implementing, or managing financial policies, procedures, or processes in accordance with applicable laws, regulations, or organizational requirements.
• Experience providing financial analysis, recommendations, or decision support to senior or executive leadership on organizational priorities, resource allocation, budgets, or financial management.
• Demonstrated knowledge and experience applying Generally Accepted Accounting Principles.

Preferred Qualifications

• Experience in managing the operations of a state or federal government agency or major subdivision of the agency, including organizational development, strategic planning, and financial management.
• Building or sustaining a culture of accountability and continuous improvement within a team or organization, including employee engagement and professional development initiatives.
• LEAN and Quality Improvement facilitation and management, including integrating problem solving approaches at all levels with a focus on the customer.
• Leading financial operations, resource coordination, or financial decision-making during emergency response, organizational disruption, or other high-consequence operational situations.
• Leading or facilitating complex, cross-functional initiatives involving multiple organizational units, with responsibility for building alignment, resolving competing priorities, and advancing organizational outcomes.
• Master’s degree in accounting, finance, business or public administration, public finance, organizational development, organizational leadership, management, economics or closely allied field.
