Role Description

ICF’s Justice, Workforce, Preparedness & Community Development group works to improve Americans’ lives through strategic consulting support, technical assistance, product development, and program implementation. We are seeking a TRAINING SPECIALIST candidate to join the Housing and Community Development team at ICF who is enthusiastic about solving social issues related to disaster recovery, community development, and building the capacity of state, territorial, and local governments to administer disaster recovery programs.

ICF seeks a Disaster Recovery Training and Subject-Matter Expert to be an integral member of our multidisciplinary team in providing training, developing training materials, and contributing to product development and capacity building efforts for the U.S. Housing and Urban Development as part of the Community Compass Technical Assistance program. This position is responsible for designing, developing, and delivering high-quality learning experiences that build the capacity of recipients of Community Development Block Grant Disaster Recovery (CDBG-DR) funds.

This role specializes in developing and delivering trainings and facilitating learning engagements, combining deep subject matter expertise in disaster recovery programs with strong instructional design and facilitation skills. We are seeking a proactive team player who will be responsible for developing training materials and products, conducting trainings (both virtual and in-person) and who can support a range of technical assistance engagements, providing direct guidance to grantees through a variety of learning environments. The person in this role will have a track record in providing training, utilizing a variety of technology platforms, conducting in-person training and requires strong knowledge of HUD disaster recovery program activities. This position may also support additional technical assistance engagements related to housing and community development, cross-cutting requirements for federal funding, and/or resilience and hazard mitigation work. This role can be located anywhere in the continental US. Candidates located in Mountain or Pacific Time Zones or willing to work after traditional Eastern time zone work hours preferred.

Key Responsibilities

  • Designing, developing, and delivering engaging in-person and virtual training materials for CDBG-DR grantees and stakeholders, covering housing, infrastructure, mitigation, and other program implementation topics, as well as compliance and other federal grant requirement concepts.
  • Facilitating engaging learning sessions, incorporating interactive activities, group discussions, case studies, and role-playing exercises to maximize participant engagement and knowledge retention.
  • Delivering group and individual instructional trainings under the direction of a project manager, covering a range of technical, operational, and management areas.
  • Contributing to product development projects, including serving as a subject-matter expert and potentially as an author, researcher, or developer, based on the needs of a given assignment in creating high-quality deliverables.
  • Serving as a subject-matter expert for HUD disaster recovery programs, providing content expertise during training delivery and reflected in product development.
  • Customizing content to specific audiences based on particular needs, learning capacity, and other considerations.
  • Delivering trainings on regulatory and grant-specific requirements, including but not limited to policies and procedures, national objectives, procurement, coordination with other federal funding streams, labor standards, citizen participation, and overall compliance.
  • Ensuring accuracy, consistency, and compliance with regulations for all developed materials.

Qualifications

  • Bachelor’s degree in Learning and Development, Organizational Management, Education, Public Policy, Finance, Economics, Business Administration, Urban Planning, Public Administration, or other relevant field.
  • Minimum 8 years of experience working directly with CDBG-DR programs, HUD program and or other relevant affordable housing programs.
  • Minimum 2 years of experience utilizing various training platforms to conduct trainings in-person and virtually, designing and delivering training and technical assistance (TTA) services.
  • Excellent facilitation and presentation skills in virtual and face-to-face classroom delivery.
  • Demonstrated knowledge of how housing, community and economic development, and disaster recovery programs are implemented at the state and/or local levels.
  • Willingness to travel occasionally.

Preferred Experience

  • Master’s Degree in Learning and Development, Organizational Management, Education, Public Policy, Finance, Economics, Business Administration, Urban Planning, Public Administration, or other relevant field.
  • Experience working with multifamily developers, housing authorities, or developers of affordable housing.
  • Demonstrated knowledge of adult learning theory and instructional design.
  • Understanding of how adults learn best, including the importance of relevance, active participation, and practical application.

  • Superior attention to detail.

Pay Range

The pay range for this position based on full-time employment is: $89,649.00 - $152,404.00.
