Role Description

The Senior Manager Education manages and supports Oak Ridge Institute for Science and Education (ORISE) Science, Technology, Engineering, and Mathematics (STEM) Workforce Development (WD) programs for 5,000 participants annually. Responsibilities generally include:

• Developing, planning, coordinating, implementing, administering, and evaluating programs.
• Efficient and effective operation of ongoing programs.
• Regular interaction with ORAU and ORISE staff, sponsors, university and laboratory personnel, participants, and the general public.
• Development and supervision of 35+ staff members.

Qualifications

• Bachelor’s degree in business, scientific, technical, education or related field and more than 10 years of job-related experience. An equivalent combination of education and experience may be substituted for the minimum requirements. Master’s degree preferred.
• Strong record of achievement and performance in one of the following fields:
  • Academic
  • Scientific
  • Business
  • Military
• Experience with strategic planning, financial management, human resource management, project management, and risk management.
• In-depth knowledge of higher education issues to lead and oversee research participation programs for undergraduate and graduate students, postgraduates, and university faculty.
• Project management experience to develop and implement staffing plans, develop budgets, and prepare activities for 15-25 different programs for multiple sponsors.
• Ability to collaborate with senior leadership from sponsoring federal agencies and offices (e.g., DOE and HHS) to plan, develop, and implement program guidelines and outreach strategies.
• Knowledge of the role of the federal government in research and development, and the regulations and processes involving federal agency-sponsored education and workforce development programs.
• Ability to engage in business development activities.
• Ability to organize and manage multiple projects and tasks.
• Ability to use commercially available and custom software programs for daily business communications, presentations, data analysis, report preparation, and other functions.
• Excellent communication, critical thinking, and interpersonal skills.

• Maintain an understanding of federal science policy and the roles of university and laboratory research and development programs.
• Monitor the role of education-based programs and sponsors within the federal laboratory system.
• Responsible for outreach and participant engagement activities involving an average of 5,000 participants per year and an equal number of mentors.
• Planning staff work activities and resources to meet business objectives.
• Maintaining quality control to meet customer, sponsor, and institutional policies and procedures.
• Identifying and solving problems.
• Establishing and maintaining effective relationships internally and externally.
• Use internal and external tools for program management including financial management and projections.
• Foster a commitment to excellence by promoting institutional culture and values.
• Effective leadership and management to a staff of 30+ individuals.
• Finding, hiring, developing, empowering, and retaining peak performers.
• Provide leadership in administering $225 million in annual revenue.
• Oversee the operating budget and control expenditures.
• Develop and adjust annual revenue projections based on sponsor activities.
• Responsible for the primary delegation of authority to approve research appointments and other programmatic expenditures.
• Lead the staff supporting ORISE STEM WD programs and work collaboratively with STEM-WD leadership.
• Actively develop new business and implement new programs.
• Contribute to the AI modernization initiatives of the directorate.
