[Hiring] Manager of Training and Instructional Design @ICF

Role Description

ICF’s Homeless Services team works with federal agencies, state and local governments, non-profits, and other community partners to implement evidence-based best practices and to innovate and identify new solutions to ending homelessness. ICF is currently seeking an experienced and mission-oriented candidate to support the administration and operation of a Homeless Management Information Systems (HMIS) for a large Continuum of Care (CoC).

The successful candidate will serve in a senior leadership role on the HMIS system administration team, overseeing all personnel and activities related to HMIS training development, training delivery, capacity building, and professional development. The candidate will ensure that trainings delivered to approximately 8,000 HMIS end users in the CoC attain the compliance requirements for HMIS as established by the U.S. Department of Housing and Urban Development (HUD) and the CoC.

The Manager of Training and Instructional Design will be responsible for designing, developing, and delivering high-quality learning experiences that build the capacity of HMIS end users. This role specializes in using cutting-edge technology and instructional design methods to deliver in-person and virtual training options that build capacity, maintain compliance, and assure that HMIS is utilized as a tool to prevent and end homelessness.

Please note: This role is contingent upon a contract award. While it is not an immediate opening, we are actively conducting interviews and extending offers in anticipation of the award.

Qualifications

• Bachelor’s Degree in Learning and Development, Organizational Management, Education, Public Policy, Business or Public Administration, Urban Planning, Social Work Administration, or other relevant field; advanced degree strongly preferred. Equivalent experience may be considered.
• Minimum 5 years of experience developing and delivering training and capacity building materials, preferably for an HMIS software or other comparable information technology platform.

Requirements

• Excellent verbal, interpersonal and written communication skills, with the ability to explain complex concepts to non-technical partners and training recipients.
• Ability to supervise a team of approximately five HMIS trainers, appropriately providing constructive feedback and professional development/growth opportunities to direct reports.
