Role Description
The Instructor Trainer and Instructional Design Lead is responsible for designing and developing a comprehensive AI and automation literacy training program for agency staff. This role supports an AI and Emerging Technology workstream and focuses on creating sustainable, policy-aligned learning content delivered through an online platform. The position emphasizes adult learning design, responsible technology use, Microsoft-first tooling, and the creation of reusable materials that can be maintained after the engagement concludes.
Key Responsibilities

Training Strategy & Curriculum Development

Design a comprehensive AI and automation literacy scope and sequence for agency staff.

Define learning objectives and structured learning pathways aligned with organizational needs.

Develop mandatory training modules covering responsible use, unacceptable use, policy alignment, and Microsoft Copilot fundamentals.

Design optional advanced modules covering prompting, automation concepts, Copilot agents, Power BI, and related approved tools.

Instructional Design & Content Development

Develop web-based learning assets, e-learning modules, and instructor-led training materials.

Create facilitator guides, job aids, training videos, and reusable instructional content.

Build and organize training content within an online learning platform or learning management system.

Translate complex technical, policy, privacy, and security concepts into clear, practical training for technical and non-technical audiences.

Assessment, Sustainment & Governance Alignment

Recommend assessment methods and completion tracking approaches.

Develop sustainment documentation to enable long-term maintenance and evolution of the training program.

Ensure all training aligns with organizational policy, governance, privacy, security, and approved tooling standards.

Support responsible and consistent adoption of AI and automation tools across the organization.

Collaboration & Enablement

Partner with stakeholders to validate training needs and content effectiveness.

Support instructor-led sessions, office hours, or enablement activities as needed.

Contribute to continuous improvement of training materials based on feedback and adoption outcomes.
Qualifications

5 or more years of experience designing, developing, and implementing training curricula.

5 or more years of experience conducting technical or systems-related training.

5 or more years of experience developing web-based and instructor-led learning materials.

3 or more years of experience building training in an online platform or learning management system.

3 or more years of experience translating technical concepts into training for technical and non-technical audiences.

2 or more years of experience designing training related to policy, responsible use, privacy, security, or governance-aligned technology adoption.

2 or more years of experience supporting Microsoft-based productivity or cloud technology training environments.
Preferred Qualifications

Experience developing AI literacy, automation, or digital enablement training.

Experience with Microsoft Copilot, Power Automate, Power BI, Power Query, or related Microsoft tools.

Experience creating role-based learning pathways, ongoing enablement models, or sustainment materials.

Public-sector or education agency experience.

Experience designing training that builds foundational understanding and practical confidence using AI.
