Role Description

The Extended Learning Education Consultant will work with SWORPS’ project team dedicated to supporting Local Education Agencies (LEAs), Community-Based Organizations (CBOs), Faith-Based Organizations (FBOs) and other entities that serve PK-12 students with grants administered by the Tennessee Department of Education. This is a part-time position that is expected to work around 30 hours weekly and requires in-state travel. This position is externally funded and contingent upon the continued funding of the grant.

• Serve as subject matter expert on local, state, and federal fiscal policies and procedures for LEAs and CBOs that receive the 21st Century Community Learning Centers (CCLC) and Lottery for Education Afterschool Programs (LEAPs) grants.
• Maintain currency on relevant Tennessee Department of Education guidance, and state and federal policies and procedures.
• Develop and manage an appropriate blend of self-assessments, desktop reviews, and site visits to ensure program compliance of grantees including analyzing, interpreting data, and identifying areas of concern.
• Provide responsive and timely communication to grantee inquiries.
• Collaborate with grantees when needed to identify methods of resolution and options for corrective action.
• Liaison with grantees for project evaluation needs and work with other members of the SWORPS project team on development of policies and procedures to improve data quality.
• Facilitate or monitor changes resulting from program evaluation recommendations.
• Act as program evaluation champion reinforcing with grantees the notion that evaluation activities are intended to drive continuous quality improvement.
• Provide technical assistance to grantees on how to use the teacher and parent survey results as well as student participation and outcome data to improve their programs.
• Coordinate new user training on how to access the Extended Learning Afterschool Program (ELAP) data collection system.
• Provide input for development of training content and other resources to meet grantee ongoing needs.

Qualifications

• Minimum 5 years’ work experience in compliance/auditing of federal or state programs.
• Bachelor’s degree in public administration, education, public health, social work or related social science field.
• Knowledge of local, state, and federal fiscal policies and procedures for LEAs and CBOs that receive CCLC and LEAPs grants.
• Knowledgeable about best practices for quality extended learning programming.
• Ability to conduct reviews and analyze information to compose clear, concise, timely, and professionally written reports.
• Knowledgeable about data collection methods and methods for protecting confidential data.
• Demonstrated experience of strong observational, analytical, and critical thinking skills.
• Demonstrated strong communication skills to provide clear and concise written and verbal reports.
• Ability to maintain discretion with confidential information.
• Ability to prioritize tasks and complete assignments in a timely and accurate manner.
• Knowledge of MS Office platforms including Excel and PowerPoint.
• Ability to work independently and in a team setting.
• Applicants must be legally authorized to work in the United States on a full-time basis without need now or in the future for sponsorship for employment-based visa status.

Requirements

• Master’s degree in public administration, education, public health, social work or related social science field (preferred).
• 5 years’ work experience working in extended learning program service delivery settings (preferred).
• Demonstrated skill in responding to potentially serious compliance issues and violations, and consulting in negotiating resolutions (preferred).

Benefits

• UT market range: MR11.
• Anticipated hiring range: $60,000.
