Role Description
The Information and Communications Technology Council (ICTC) is seeking a Bilingual Digital Skills E-Learning Facilitator to guide industry and individual learners across ICTCβs portfolio of workforce development and business transformation programs in acquiring/improving their digital skills. This includes:

Assessment of pre-training skills for appropriate placement.

Onboarding and supporting all learners in successfully engaging with the asynchronous content.

Responding to questions.

Evaluating effectiveness of course content.

Continuous improvement of ICTC's digital learning ecosystem for various learners.
Reporting to the Manager, Digital Training & Industry Transformation, this role is responsible for:

The quality and relevance of learning content.

Ensuring students are on the right learning path and actively progressing.

Supporting learners through the full course lifecycle.
The ideal candidate is a bilingual e-learning professional with expertise in:

Delivering corporate training programs in applied AI and business transformation.

Familiarity with third-party technical training platforms.

Digital readiness assessment and skills mapping.

Learning engagement design and program planning.

Curriculum validation.
Qualifications
-
Post-secondary degree or diploma in Instructional Design, Education Technology, Computer Science, Information Technology, or a related field.

Formal credentials in instructional design, e-learning development, curriculum design, or digital pedagogy are strongly preferred.

Graduate degree in a relevant field is an asset.

Credentials or certifications in AI, data analytics, digital transformation, or related technical domains are a strong asset.

Background in technology education (cloud computing, telecommunications, IoT, blockchain, AI) will be prioritized.
Requirements

Minimum 4β6 years of experience in e-learning design, curriculum development, or instructional technology.

Demonstrated experience curating and evaluating third-party technical training content.

Experience designing and administering digital readiness or skills assessments.

Proven experience scheduling, onboarding, and monitoring student cohorts through e-learning programs.

Experience developing and managing program plans, project schedules, and calendars of events.

Proven track record of establishing learning outcome frameworks, KPIs, and curriculum quality assurance processes.

Experience identifying and securing guest speakers or industry contributors for learning programs.

Experience utilizing a Learning Management System (LMS) and project management tools.

Experience working in bilingual (English/French) or national program delivery environments is strongly preferred.

Experience in a non-profit, government-funded, or workforce development organization is an asset.

Familiarity with Canada's digital skills ecosystem, AI education landscape, and WIL programs is an asset.
