Role Description

A bit about this role:

The analysis behind Devoted's Medicare Advantage portfolio β€” which markets to grow in, which products to invest in, which benefit designs and cost structures actually work, creating those benefits β€” is driven today by a very small number of people. This team sits between claims analytics, product strategy, engineering, and actuarial, and is rebuilding how the portfolio and bid cycle work using agentic workflows and AI-assisted pipelines.

This is not a reporting role. You'll own the strategic thinking and the pipework underneath it, often on the same day β€” there's no analyst between you and the data β€” and you'll see the whole picture β€” we'll expect you to have an opinion about it.

Your Responsibilities and Impact will include:

  • The analysis behind portfolio decisions.
  • Product and service area mix β€” where we push growth and where we protect margin. You won't always be handed a question list; you'll help decide which questions matter.
  • Cost and utilization work that answers the actual question.
  • Decompose PMPM trend into utilization versus unit cost, build comparison groups you can defend when someone attacks them, and honestly size what a benefit change or network change will really do to claims.
  • Independent financial judgment on benefit designs.
  • Our own estimate of what a design does to revenue and cost, plus a clear sense of how much weight that estimate can bear. You'd own that work and be direct about its limits.
  • Recommendations leadership can act on.
  • Present data-backed recommendations to senior leaders regularly, including the CEO, and defend them live.
  • Building the infrastructure, not just using it.
  • We're rebuilding how the portfolio and bid cycle work with agentic workflows, AI-assisted code generation, and automated pipelines that turn what used to be weeks of manual work into something that runs overnight. This team is at the center of that build, and you'll push these tools into territory nobody here has tried yet.
  • Go-to-market support.
  • Once plans are filed, build the analyses go-to-market runs on, supporting marketing, sales, and brokers with a clear read on where our plans compete well and who they're built for.
  • AEP monitoring.
  • Track enrollment as it comes in against what the bid assumed: volume by plan and county, product mix, and the profile of who's choosing us. When something is moving the wrong way, you're the one who catches it early enough for us to do something about it.
  • Being the person people come to.
  • When someone needs to know whether a metric is built the right way or whether the data is being read correctly, you're the answer, not a ticket to another department.

Qualifications

  • Six or more years in Medicare Advantage with your hands in the data.
  • You know how claims are structured, what place-of-service and revenue codes tell you, the difference between allowed and paid, how completion factors work, and how risk adjustment feeds into all of it. You've been burned by a bad pull before, and you know what you check now because of it.
  • Cost and utilization analytics.
  • PMPM trend broken into utilization versus unit cost, clean comparison groups, sizing the impact of a benefit or network change. You know the difference between a number that moved and a number that means something.
  • Strong SQL and real comfort in a large claims warehouse (Snowflake, Databricks, or similar).
  • Analysis you've turned into strategy and defended.
  • You've dug into claims data, formed your own point of view about what a company should do differently, and taken it to senior leadership β€” then handled the questions that came back, including the ones aimed at your method. You can hold your own with actuaries without being one.
  • End-to-end ownership without scaffolding.
  • Finding the data, sanity-checking it, modeling it, presenting it.
  • The one-slide skill.
  • You can put a complicated result on a single slide or Slack message without losing what's true about it.
  • A collaborator, not a lone operator.
  • This team is small enough that how you work with people matters as much as how good your analysis is. You share work before it's finished, you're direct without being sharp about it, and you're generous with what you know. We're remote and in constant communication. Nobody here is above any task, including the tedious ones.

Requirements

  • Bid math.
  • Every June, MA plans file a bid with CMS that sets the following year's revenue, benefits, and premiums β€” it's the annual event the entire portfolio is built around. If you know benchmarks, rebates, and benefit valuation, and you understand how bid assumptions constrain where the portfolio can go, that matters a great deal here. Having lived through a real bid cycle in some capacity counts for a lot.
  • Optimization, Python, or actuarial training pointed at strategy.
  • Benefit design, network configuration, or allocation problems framed and solved as constrained optimization. Python for analysis and modeling β€” pandas, statsmodels, scikit-learn, and comfort with clustering, regression, PCA, and trees. An ASA or FSA is not required, but if you have actuarial training and you've concluded you want strategy and product work over pure pricing, that's a profile we especially welcome.
  • Fluent, practical use of AI tools.
  • You already use AI in your analytical work as part of how you get things done and you're interested in pushing it further. Everyone on this team is expected to work this way.
