Role Description

Reporting to the Administrative Services Manager, the Senior Department Analyst is the organizational champion for the Measurement, Learning and Evaluation (MLE) Unit within the Department of Health & Human Services (HHS). The MLE Unit leads innovative initiatives aimed at increasing health and social equity and improving outcomes across the County of Marin. The Unit is a clearing house for all data and outcomes related to HHS. The Unit promotes data driven decision-making, evidence-based practices and continuous quality improvement across the Department.

  • Development of data collection tools and methods and quality improvement strategies.
  • Development and evaluation of performance metrics.
  • Serving as representative, and sometimes lead, for the Department on committees/work groups of multidisciplinary stakeholder teams.
  • Creating standardized data collection processes for continuous improvement in operations and programs.
  • Developing meaningful data reports, including data visualizations.
  • Serving as a liaison between HHS Divisions and other County departments.
  • Serving as the primary liaison for centralized, administrative services in areas such as behavioral health, public health, social services, information technology, facilities, and human resources.

Qualifications

  • Knowledge of principles and practices of business and public administration.
  • Knowledge of principles and practices of work planning, data collection and analysis, project management and research methodology.
  • Knowledge of basic supervisory principles and practices depending upon assignment.
  • Knowledge of applicable laws, rules, and regulations.

Requirements

  • Plan, organize, and conduct research and analytical studies.
  • Plan and direct the work of others on a project or day-to-day basis.
  • Interpret, apply and explain laws, regulations and policies governing program operations.
  • Recognize and resolve problems of a sensitive and/or political nature; negotiate mutually satisfactory solutions and implement recommendations.
  • Prepare clear, concise and accurate reports, correspondence, policies, procedures and other written materials.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Effectively represent assigned programs, the department and County in meetings and presentations.
