Role Description

The employee will serve as the Program Analyst, located in the Data & Information Department, Veterans Crisis Line (VCL), Veterans Affairs (VA). The VCL is a 24-hour, 7-days-a-week, 365-days-a-year service aimed at connecting callers worldwide to a caring, qualified VA employee. The VCL's mission is to provide 24/7, world-class suicide prevention and crisis intervention services to Veterans, Service Members, and their family members.

Responsibilities

• Helping to manage documents and historical records to maintain data accuracy and integrity of databases, spreadsheets, tables, and data warehouse.
• Identifying irregularities in statistical trends or in statistical data.
• Evaluating, selecting, and modifying statistical methodologies and techniques to determine the most appropriate procedures for efficiency, reliability, and feasibility in call center operations.
• Coordinating the determination of the scope of surveys, optimum sample sizes, appropriate sampling procedures, and quantification of the reliability of estimates based on samples.
• Performs other duties as assigned by management.

Work Schedule

Tour of Duty is typically Administrative Hours. Flexible Schedule may be available after training. VCL has multiple tours that cover our 24/7/365 operations (this does include Holidays). Tour is subject to change based on program needs.

Remote

Yes, this is a remote position. Selectees will work 100% of the time in a non-VA-owned space outside of the local commuting area of a parent station. The employee's workspace must be suitable for conducting business and as such, remote employees are expected to provide a secure, distraction-free home-based worksite with reliable high speed internet connectivity. The employee will be required to travel to the closest VA Medical Center or VA Outpatient Clinic for issuance of equipment, and as needed for technical support. Selectees will be required to self-certify that their remote workplace meets all safety, privacy, and internet speed requirements.

Qualifications

• To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2026.
• Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7.
• Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. In order to meet the minimum qualifications for this position, you must meet 3/5 of the following examples of specialized experience:
  • Conducting reporting activities including forecasting, real-time data management and analysis, and historical reporting.
  • Preparing comprehensive reports on call center or departmental metrics for management or supervisory officials.
  • Maintaining data accuracy and integrity of databases, spreadsheets, tables, and reports.
  • Utilizing various software packages (such as Microsoft Access, Excel, Power BI, SharePoint, etc.) to prepare special reports and forms.
  • Identifies needs; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods.
• Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree OR LL.B., or J.D., if related.
• Combination: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position.
