[Hiring] District Compliance Manager @State of Washington

Role Description

The Department of Revenue Compliance Division is seeking a proven performer who is dynamic and self-motivated to lead the Compliance Division’s Compliance Review, Research, and Tax Discovery Training Unit (CRRT). This District Compliance Manager is responsible for:

• Directly managing taxpayer assistance, business registration, and tax discovery operations in CRRT.
• Serving as the backup Divisional coordinator for ARHD Petition Responses and Tax Discovery program.
• Providing Tax Discovery field support in training, research, and assessment review.
• Representing the Compliance Division on tax policy committees/workgroups.
• Providing analysis/recommendations to the Compliance Division Executive Team.

The DCM is responsible for managing:

• The overall delinquent account collection strategy and tax discovery strategy.
• Taxpayer service and facilities management of the CRRT.
• Professional and support staff, including:
• Initiating corrective action to improve employee performance or behavior.
• Maintaining continuity of operations plans and safety and security plans for the CRRT Unit.
• Managing facility issues and key inventory on behalf of all divisions of the agency located in CRRT.
• Recommending suspension of agency operations in CRRT when public safety is jeopardized.
• Planning annual and biennial collection strategies for the CRRT.
• Setting collection goals and directions for professional staff.
• Reporting threats, assaults, or incidents of harassment to law enforcement.
• Developing, implementing, and administering procedures and policies for daily cash accounting.
• Planning for succession and identifying needed resources.
• Ensuring staff are instructed in job safety requirements and conducting accident investigations.

Qualifications

• Demonstrated ability to lead, coach, motivate, and evaluate professional staff in a high-volume compliance environment.
• Proven ability to interpret and apply civil service rules and agency policies.
• Knowledge of excise tax laws and ability to analyze the impact of new legislation.
• Demonstrated skill in conducting complex negotiations with taxpayers.
• Progressive experience making independent decisions regarding enforced collection actions.
• Proven ability to develop and implement office-level policies and safety plans.
• Experience managing facility operations and ensuring compliance with internal controls.
• Ability to build and maintain effective working relationships with various stakeholders.
• Demonstrated skill in preparing clear, accurate written responses to inquiries and appeals.
• Experience managing workload priorities and strategic collection goals.
• Ability to effectively manage and lead remote and in-person staff.
• Experience administering personnel matters and supporting diversity initiatives.
• Knowledge of best practices for recruiting and retaining a diverse workforce.

Requirements

• Bachelor’s degree from an accredited college or university.
• Two years of collection or tax administration experience.
• One year in a formal or informal leadership role.
• Four or more years of total experience in a professional environment.
