Role Description

GovCIO is hiring a Vice President, Health IT Strategy & Transformation to serve as a senior consulting partner and strategic-advisory partner to our federal Health IT portfolio — advising on mission strategy, leading delivery operations, and guiding modernization at the enterprise level. This role requires a leader who can seamlessly bridge mission strategy, technology-driven transformation, strategic communications, and execution—moving confidently from C‑suite and enterprise operating‑model decisions to aligning stakeholders and driving implementation at the program level.

The ideal candidate combines top-tier consulting pedigree, sharp strategic-communications instincts, executive presence, and the judgment to advise C-level federal health IT stakeholders on transformation that spans the full enterprise — not just a single program or contract. Experience supporting the US Department of Veterans Affairs is required. This position is fully remote within the United States, with core hours of operation Monday through Friday, 8am–5pm EST.

Responsibilities

• Shape strategic direction and mission outcomes for programs that directly affect Veterans and their beneficiaries.
• Work collaboratively with VA account senior leadership, delivery team members, subject matter experts, clients, vendors, and teaming partners.
• Serve as a trusted strategic advisor to senior federal health IT executives.
• Lead enterprise-level transformation efforts.
• Bring deep subject-matter expertise in federal Health IT.
• Advise clients on digital transformation strategies.
• Represent GovCIO's point of view on Health IT strategy and enterprise digital transformation.
• Operate effectively between mission strategy, technology transformation, strategic communications, and implementation.
• Stay current on legislation and policy developments affecting Veterans and the VA mission.
• Own the strategic-communications thread that runs through every engagement.
• Craft and deliver executive-level presentations and briefing materials.
• Build communications strategies that bring skeptical or fragmented stakeholder groups to a shared understanding.
• Lead a team of seasoned program and client delivery professionals.
• Establish, implement, and communicate the strategic direction of the VA delivery team.
• Establish and implement operations-related policies, practices, standards, and measures.
• Present periodic performance reports and metrics.
• Work with executive leadership to review and approve cost-control reports, cost estimates, and staffing requirements.
• Partner with the growth team to identify and qualify new clients and opportunities.
• Proactively initiate client-facing engagements and maintain a deep understanding of evolving client needs.
• Coordinate and support face-to-face customer meetings with senior management and C-level executives.
• Build and sustain trusted-advisor relationships with senior client executives.
• Understand and articulate GovCIO's full value proposition.

Qualifications

• Master's Degree or MBA required.
• 15+ years of progressive experience spanning strategic management consulting, strategic advisory, enterprise transformation, strategic communications, or technology-enabled delivery.
• Significant management consulting experience advising private and public-sector clients on complex enterprise or portfolio-level transformation.
• Demonstrated strategic communications expertise supporting large, complex transformations.
• Experience with federal Health IT mission environment and specific experience supporting the VA.
• Experience advising clients on digital transformation or emerging technology strategy within a federal context.
• Strong, established relationships with senior federal VA stakeholders.
• Exceptional executive presence and oral and written communication skills.
• Experience identifying and shaping a variety of opportunities across program types, complexities, products, technologies, and customers.
• Travel required (estimated 15%).
• Clearance Required: ability to obtain/maintain suitability/public trust.

Preferred Skills and Experience

• Substantial, direct experience in federal Health IT specifically.
• Experience supporting a large delivery organization within the VA specifically.
• Track record of leading or contributing to enterprise-wide organizational or operating-model transformations.
• Familiarity with responsible AI frameworks and governance in federal environments.
