Role Description

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Regional Office for Asia and the Pacific (ROAP) advances Women, Peace and Security (WPS), climate, inclusive governance, and emerging security issues including climate, peace and security, cyber and artificial intelligence (AI). UN Women works closely with governments, defence institutions, civil society organisations, and regional bodies such as ASEAN.

UN Women Regional Office for Asia and the Pacific (ROAP) is implementing the project “Securing Peace, Advancing Equality: Women, Peace and Security in the Indo-Pacific” (2026–2028) in Indonesia, Malaysia, the Philippines, Timor-Leste and Viet Nam. The project seeks to support defence institutions in the project countries on integrating WPS and emerging issues into crisis response and inclusive capacities.

In Malaysia, the project requires sustained national-level support to enable effective country implementation of the MTCP project, including coordination with government and defence institutions, contextualisation of regional approaches, and continuity across the project.

Where feasible, the consultant’s work will align with national policy frameworks, including Malaysia’s National Action Plan on Women, Peace and Security, while remaining focused on practical implementation support, institutional engagement, and knowledge continuity rather than policy development. The consultant will contribute to both project contextualisation and analysis, and civil–military dialogue, applied learning, and outcome capture.

Participation in selected regional convenings may be requested.

Qualifications

  • Master’s degree or equivalent in peace and security, gender studies, international relations, public policy, or related fields is required.
  • A first-level university degree with two additional years of qualifying experience may be accepted in lieu of an advanced degree.

Requirements

  • At least 5 years of progressively responsible work experience at the national or international level in gender equality, Women, Peace and Security (WPS), civil society cooperation, disaster risk reduction, climate security, or related fields, including experience engaging with government institutions, defence actors, and/or regional stakeholders in Malaysia or Southeast Asia.
  • Demonstrated experience working with Malaysian government structures, including defence and security institutions required.
  • Strong familiarity with civil society networks in Malaysia required.
  • Proven experience on Women, Peace and Security and gender equality in security-sector contexts is desirable.
  • Experience related to disaster response, humanitarian coordination, climate-security, or emerging security issues (e.g. AI) is an asset.
  • Experience producing analytical or researching products on gender-related issues is an asset.
  • Experience delivering trainings is an asset.
  • Experience working with public officials at central and local levels is an asset.
  • Experience working with civil society and academia is an asset.
