Role Description

This management analyst will focus on the improvement of Tribal behavioral health data collection and management across the Health Care Authority. This work includes regular engagement with Tribes and HCA leadership and program managers to coordinate feedback and implement improvements in Tribal data collection and management systems. The ideal candidate will bring experience and knowledge of working with Tribal communities and governments as well as data collection practices in these communities. Duties

  • Provide senior level analysis to management, and coordinate with agency leaders to develop a strategic plan for Tribal behavioral health (BH) and AI/AN data improvement strategies that align with statewide BH data improvement efforts across multiple departments and agencies.
  • Develop a multidivisional workgroup to discuss Tribal BH data gaps and needs, making recommendations and providing expert advice and consultation.
  • Develop a strategic plan to improve data with Tribes and IHCPs that are reviewed by internal stakeholders and with Tribal partners in alignment of our Tribal G2G Consultation Policy.
  • Maintain and update Behavioral Health Data Integration (BHDI) Tribal BH Data Collection and Management project charter.
  • Analyze, design, implement, and support complex, enterprise-wide solutions and processes.
  • Communicate and provide regular presentations to internal partners and Tribal partners requesting feedback regarding reporting needs and strategy.
  • Provide training to leadership and program managers across multiple HCA divisions on the data collection and reporting strategy.
  • Oversee the implementation and change management plan to move Tribes from the TARGET Data System with multiprong strategies, that includes G2G engagement with Tribes on the TARGET decommission.
  • Oversee the implementation and ongoing program level management of the Behavioral Health Data Store (BHDS) Pilot Project.
  • Develop and monitor Sovereign Nation Agreement scopes of work for Tribes as it relates to BH data collection and data sharing agreements.
  • Review BH data reports and participate in BH data reporting activities to provide senior level analysis to management on appropriate reporting.
  • Research, analyze, and provide recommendations for the development and revisions of new and existing data policies and procedures relevant to data collection.

Qualifications

  • Bachelor’s degree in business administration, public administration, law, public health, health administration, or a related field and five (5) years of demonstrated experience in two or more of the following areas:
    • Conducting research
    • Analyzing policies, laws, rules, or regulations
    • Conducting business analysis and developing requirements
    • Leading business projects
    • Managing business operations
    • Business policy development
    • Supervising
  • Associate degree in business administration, public administration, law, public health, health administration, or a related field and seven (7) years of demonstrated experience in two or more of the areas identified above.
  • Nine (9) years of demonstrated experience in two or more of the areas identified above.
  • One year as a Management Analyst 3.
  • One year of experience working in or with an Indian Health Service (IHS)-funded program, including direct service IHS programs and Tribal health programs operating under Title I or Title V of the Indian Self-Determination and Education Assistance Act, or urban Indian organizations (UIO), including urban Indian health programs receiving IHS funds.
  • Demonstrate understanding of government-to-government with sovereign nations, and role of the State in working with IHS, including direct services IHS programs and Tribal health programs, or UIOs.

Requirements

Preferred qualifications

  • One year or more years of experience working directly with data collection processes and/or systems.
  • One year or more experience working in the field of research and data collection with or within Tribal and AI/AN communities.
  • One year or more experience working in a Tribal epidemiological center.
  • Five years or more experience working in or with an Indian Health Service (IHS)-funded program, including direct service IHS programs and Tribal health programs operating under Title I or Title V of the Indian Self-Determination and Education Assistance Act, or urban Indian organizations, including urban Indian health programs receiving IHS funds.
  • Personal knowledge and understanding of tribal government operations of Washington state government operations.
  • Managing or implementing government contracts, including managing federal grant awards.
  • Experience in one or more of the following:
    • Grants management
    • Project management
    • Grant writing
