Role Description

Alutiiq Professional Consulting, LLC a subsidiary of Afognak Native Corporation has an opportunity for a Sr. Manager - Procurement - Federal. The Procurement Sr. Manager is responsible for the day-to-day corporate purchasing organization, including:

• Management of the Procurement staff
• Review of purchase agreements
• Conducting negotiations on vendor terms
• Approval of purchase orders and blanket purchase orders
• National account management

The Procurement Sr. Manager ensures compliance with corporate policies, government accounting requirements as specified in the FAR, and other regulatory compliance. Responsibilities include:

• Leading and managing day-to-day activities of the Corporation’s Procurement Department
• Managing purchasing activities and functions beyond a single contract
• Ensuring purchase order processes comply with applicable FAR clauses, DFAR clauses, and other regulations
• Managing negotiation of corporate-wide vendor agreements
• Overseeing the complete purchasing process, including supplier analysis and contract execution
• Coordinating the vendor prequalification process
• Establishing monitoring protocols for vendors
• Overseeing training and communications regarding procurement compliance
• Developing and implementing procurement strategies for corporate growth
• Leading Procurement compliance processes such as the Buy American program
• Overseeing procurement activities for international programs and contingency operations
• Developing local-country supplier networks for overseas contracts
• Ensuring compliance with host-nation regulations and customer requirements
• Coordinating import/export activities and international logistics
• Assuming other duties related to procurement as assigned

This position offers a remote work opportunity for candidates located on the East Coast of the United States.

Pay Range: $145,000 to $165,000 Annually

Qualifications

• Bachelor’s Degree in Business or related field preferred
• A minimum of 10 years of experience in federal government contracting and procurement, with five years at a management level
• Active U.S. security clearance or ability to obtain and maintain one
• Must be a U.S. Citizen pursuant to Government Contracts
• Five years of leadership experience managing procurement for OCONUS operations
• Preferred regional experience in Middle East, South Asia, and South America
• Significant experience supporting federal contracts involving facility management, logistics support, or security operations
• Experience in federal government contracting acquisition management
• Strong knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)
• Experience with federal law and regulation compliance in Federal Government Contracting
• Experience drafting, reviewing, and negotiating vendor agreements
• Ability to develop and deliver presentations and educational programs
• Experience troubleshooting complex problems
• Experience building strategic vendor and customer relationships
• Strong writing and research skills
• Strong communication, collaborative, analytical, and strategic skills
• Skill in organizing resources and balancing competing demands
• Ability to work collaboratively with operations and other departments
• CPM (Certified Purchasing Manager) certification a plus
• Working knowledge of ITAR, EAR, and international trade compliance requirements
