[Hiring] Senior Subcontracts Specialist @Leidos

Role Description

Leidos’ Defense Sector is seeking a Senior Subcontracts Specialist to join our team! This high impact role will report directly to the Director, Global Supply Chain and will serve as an integrated member of the Defense Contracts and Supply Chain organization. Occasional travel may be required for in-person engagements with internal customers and suppliers across multiple Leidos sites.

The Senior Subcontracts Specialist is responsible for activities that span the entire procurement cycle, including but not limited to:

• Negotiation of non-disclosure agreements (NDAs) and teaming agreements
• Preparation of solicitation packages to subcontractors
• Evaluation of subcontractor proposals
• Price analysis
• Negotiation of terms and conditions
• Subcontract administration
• Issue resolution
• Closeout activities

Subcontracts will primarily be in support of federal programs. This role will require close collaboration with other functions, such as:

• Contracts
• Program Management
• Finance
• Accounting
• Engineering
• Manufacturing
• Growth and Business Development

Qualifications

• Bachelor’s degree or equivalent experience and 4+ years of prior relevant experience, or Master’s degree with 2+ years of prior relevant experience
• Generally, has 2+ years of experience supervising or leading teams or projects
• Equivalent experience may be considered in lieu of a degree
• Experience awarding and managing subcontracts in a government approved purchasing system (CPSR)
• Advanced knowledge of the requirements of the FAR/DFARS and other Federal agency requirements
• Successful background of using negotiating skills to maximize organizational return
• Successful track record of managing a variety of subcontract types
• Experience independently leading the subcontracts portion of proposal efforts
• Organizational skills to manage concurrent projects
• Ability to clearly communicate, including presenting status updates and issues to senior management
• Able to obtain and maintain a US DoW security clearance
• Must be a US citizen

Requirements

• Experience supporting Department of Defense and Federal programs
• Working knowledge of CPSR compliance, NIST SP 800-171, and cyber/supplier readiness requirements
• Knowledge of Lean, Six Sigma, or similar process improvement methodologies
• CPSM, CPC, CFCM, ISM, APICS, PMI PMP, or other relevant professional certification
• Experience working with RF, electronic warfare, missile, radar, SATCOM, aviation, space, manufacturing, or advanced defense technology supply chains
• Experience building strong supplier relationships
• Experience supervising or leading a team(s)
• Working experience with ERP systems, ideally Deltek Costpoint and other procurement systems (ex. ivalua)
