Role Description

Leads scientific and engineering vision, strategy development, and execution for nuclear applications, nuclear non-proliferation, and nuclear fuel cycle programs in support of Department of War (DoW) energy sponsors and mission partners.

• Drives conception, development, and execution of sponsor-funded initiatives, analyses, and technical programs that advance DoW energy, nuclear, and national security objectives.
• Provides expert advisory support to senior leaders, program managers, and operational stakeholders on nuclear regulatory matters, risk-informed decision-making, facility and process safety, and the construction, operation, sustainment, and decommissioning of nuclear-related capabilities.
• Serves as a trusted technical advisor to energy sponsors by identifying emerging mission needs; shaping, securing, and executing sponsor programs; and translating complex technical issues into actionable recommendations.
• Provides input into PNNL's capability, infrastructure, workforce, and technology needs and delivers strategic leadership to help sponsors establish priorities, manage risk, resolve cross-organizational issues, and achieve mission objectives.
• Represents PNNL in engagements with DoW headquarters, military service components, combatant commands, defense agencies, and other government stakeholders.
• Coordinates multidisciplinary technical teams and serves as the principal interface between PNNL subject-matter experts and DoW sponsors, ensuring technical products are responsive to sponsor requirements, operational realities, policy objectives, and decision timelines.

Qualifications

• Minimum Qualifications:
  • BS/BA and 11 years of relevant experience -OR-
  • MS/MA or higher and 9 years of relevant experience
• Preferred Qualifications:
  • Extensive experience engaging and communicating with military senior leadership across multiple service branches, with the ability to translate complex nuclear technical issues into actionable guidance for senior decision-makers.
  • Broad knowledge in the development, implementation, and oversight of programs related to special nuclear materials, nuclear and radiological safety, and U.S. and international regulatory compliance, with demonstrated experience serving as the responsible action officer for program and project execution.
  • Proven leadership in assessing and applying organizational and technical risk management and deconfliction strategies to support the military's advancement of nuclear energy capabilities both domestically and overseas, including strategic planning for emerging mission requirements.

• Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.
• Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the applicant selected for hire is subject to pre-employment drug testing, and post-employment random drug testing.
• Applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).
• This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana.
