[Hiring] Senior Health Information Systems Officer @FHI 360

Role Description

The Senior Health Information Systems Officer will provide technical support to staff and project and will lead the design and implementation of activities focusing on enhancing health information systems for STRIDES Activity in Colombia. S/He will work towards strengthening surveillance and health data systems in close collaboration with government partners. This will include:

• Digitalization of surveillance data
• Increasing interoperability and data sharing across sectors
• Improving health data analytics and data visualization
• Geospatial mapping
• Enhancing alert generation

She/he will collaborate closely with the project MEL Officer in the generation of health analytics to support STRIDES MEL reporting. S/He will work closely with the STRIDES project country and Headquarters (HQ) teams to coordinate on the technical aspects of surveillance and health informatics system activities.

Qualifications

• Master’s Degree or its international equivalent in public health, epidemiology, health informatics, biostatistics or a related field.
• Over 6 years of relevant experience in the implementation of health information systems (HIS), digital health solutions, data analytics, and data visualization.
• Demonstrated experience and solid knowledge of Global Health Security tools, frameworks, and regulations.
• Proven experience using DHIS2 or similar platforms for health data management, visualization, interoperability, and system integration.
• Experience working on large U.S. Government–funded projects or leading technical implementation efforts in public health programs.
• Experience leading the development of scopes of work, technical deliverables, and performance expectations for partners, consultants, and implementing teams.

Requirements

• Advanced expertise in health informatics concepts, practices, and the design, implementation, and optimization of Health Information Systems (HIS).
• Strong leadership and technical understanding of infectious disease surveillance, surveillance system strengthening, outbreak and incident reporting, data governance, and multisectoral coordination.
• Demonstrated ability to provide strategic analytical guidance, capacity building, and technical training.
• In-depth knowledge of national health information systems and digital health architectures.
• Strong project management capabilities, including oversight of complex initiatives, risk mitigation, problem-solving, and implementation of corrective actions.
• Excellent communication, negotiation, coordination, and interpersonal skills.
• Cultural sensitivity and a strong understanding of political, ethical, and contextual considerations affecting health information systems and data use.
• High level of professionalism, with the ability to communicate clearly and effectively with senior leadership, clients, and technical staff.
• Demonstrated proficiency in Microsoft Office Suite and related professional productivity tools.
• Full professional proficiency in English and Spanish (reading, writing, and speaking).
