Role Description

The Regional Property Operations Supervisor Region 2 is a key leadership role within the centralized Property Operations HUB, responsible for overseeing day-to-day property operations across a regional portfolio of affordable and supportive housing communities within Santa Cruz, Santa Clara, and San Mateo Counties, and South Bay Subregions. This role provides direct supervision and operational leadership to Resident Relations Managers (RRMs) and ensures consistent execution of property operations standards, housing retention strategies, resident experience, and site-level performance based on key performance indicators (KPIs).

In alignment with APM’s centralized model, this position partners cross-functionally with various HUBs to ensure seamless service delivery, regulatory compliance, and portfolio performance. The Regional Property Operations Supervisor is accountable for operational consistency, staff performance, resident stability, and property condition, while supporting the Regional Director in driving portfolio-wide KPIs.

Qualifications

• High school diploma or equivalent (GED) required.
• Minimum of 3 years' experience as a property supervisor in affordable or supportive housing.
• 3 years' experience in direct oversight of a lease-up, acquisition rehabilitation, or affordable housing capital improvement projects.
• Current tax credit certification, CPO/COS or IREM/NCHM designation, or the ability to obtain within 6 months of employment.
• Current Real Estate License (preferred).
• Knowledge of affordable housing regulations, including, but not limited to HUD, Low Income Housing Tax Credits (LIHTC), Ta-Exempt Bonds, HOME, CDBG, SHP, HCD, CHRP, CHFA, MHSA, and AHP.
• Reliable transportation or access to a vehicle is required to work in an office, attend in-person meetings, and offsite events.

• Ability to analyze and prioritize complex situations, policies and procedures, laws, regulations, and exercise good judgment while completing required duties.
• Thorough knowledge of fair housing and tenant-related laws.
• Ability to speak, read and write a second language such as Spanish, Vietnamese, Tagalog, or Mandarin/Cantonese preferred.
• Proficiency in Microsoft Office programs, systems, platforms, Smartsheet, and Yardi or other Property Management software.
• Ability to learn and use required mobile devices and business-related applications.
• Outstanding communication skills and high degree of emotional intelligence, cultural humility, with a proven track record to build and maintain effective relationships with a wide variety of internal and external contacts with integrity; respect for confidentiality.
• Ability to work with diverse populations, including people with various disabilities.
