Role Description

Revolutional is seeking a Quantum Computing / Cryptography Engineer to lead the development and maintenance of an enterprise Cryptographic Inventory and Migration Plan in support of an anticipated Veterans Affairs (VA) program. This role owns the technical thread from cryptographic discovery through compliance validation and migration execution.

• Identify every cryptographic asset in use across VA systems.
• Assess compliance against federally mandated standards.
• Build the roadmap to modernize non-compliant and quantum-vulnerable cryptography.
• Migrate to NIST-approved post-quantum cryptography (PQC) algorithms.
• Comfortable moving between quantum computing theory, cryptographic engineering, and enterprise-scale risk and migration planning.

Key Responsibilities

• Develop and deliver the enterprise Cryptographic Inventory and Migration Plan.
• Build and maintain a comprehensive cryptographic inventory.
• Assess and document the compliance status of each cryptographic element.
• Identify non-compliant, legacy, or deprecated cryptographic algorithms.
• Define detailed migration strategies for non-compliant cryptographic elements.
• Establish timelines and prioritization for migration activities.
• Incorporate post-quantum cryptography (PQC) considerations.
• Define roles and responsibilities for migration activities.
• Establish and maintain processes for ongoing review of the cryptographic inventory.
• Develop risk mitigation approaches for interim periods.
• Develop metrics and reporting mechanisms to track migration progress.
• Advise program leadership on quantum computing risk and cryptographic modernization priorities.
• Provide policy and guidance inputs for cryptographic modernization efforts.
• Ensure practices align with compliance requirements and regulatory standards.

Qualifications

• Minimum of 10 years of IT experience, with at least 5 years in Quantum Computing and Cryptography.
• Master’s degree in a related IT field may substitute for up to 2 years of experience.
• Expertise in quantum mechanics, quantum algorithms, and quantum information theory.
• Expertise in quantum programming languages and frameworks (e.g., Qiskit, Cirq).
• Expertise in cryptographic protocols and principles of public-key infrastructure (PKI).
• Expertise in post-quantum cryptography and quantum-resistant algorithms.
• Expertise in existing cryptographic standards and frameworks.
• Proficiency in programming languages such as Python, C++, and Java.
• Expertise with classical and quantum simulation tools.
• Experience advising on quantum-resistant algorithm migration plans.
• Experience collaborating with cross-functional teams.
• Experience providing policy and guidance inputs for cryptographic modernization.
• Expertise in project management within a large corporation or Government agency.

Preferred Qualifications

• Direct experience developing a cryptographic inventory or migration plan for a federal agency.
• Familiarity with FedRAMP, FISMA, and RMF authorization processes.
• Experience with HSM and key management system administration.
• Relevant certifications such as CISSP, GIAC GSE, or vendor-specific quantum computing credentials.

Requirements

• Bachelor’s degree in relevant fields such as Cybersecurity or Computer Science.
• IAT III/ IAM III / IASAE III certifications may substitute for a relevant Bachelor’s degree or 4 years of relevant experience.

Required Certifications

• Certification in one or more of the following: IAT Level III, IAM Level III, or IASAE Level III.
