Role Description

The Public Health Analyst II (PHA) will support the mission of the Centers for Disease Control and Prevention (CDC), National Center on Birth Defects and Developmental Disabilities (NCBDDD) programs and surveillance activities focused on birth defects, developmental disabilities, maternal and child health, and related public health initiatives. The PHA II will provide analytical, stakeholder engagement, and program support services to advance CDC's efforts in monitoring, evaluating, and improving health outcomes among affected populations.

Responsibilities

  • Coordinate and track on the implementation and evaluation of system and operational enhancements to ensure tasks are completed on time and requirements are met for the MD-STARnet/NSBPR/UMPIRE Project.
  • Maintain and update the MD-STARnet/NSBPR/UMPIRE Project Coordinator SOPs.
  • Analyze system and program operations for strengths, weaknesses, and recommendations for improvement. Implement change management strategies, evaluate effectiveness, and revise as necessary.
  • Establish a project tracking and reporting system for all MD-STARnet or spina bifida tracking and research activities through a CDC SharePoint site.
  • Ensure that project tasks and goals are achieved within the project timeline through the use of project tracking tools or documents.
  • Prepare materials for new and revised IRB protocol and Office of Management and Budget (OMB) submission packages, including supporting tables, information, and attachments, if needed.
  • Develop, revise, and maintain study documents, including protocols, timelines, guidelines and manuscript tracking Microsoft Excel spreadsheets.
  • Plan virtual or in-person meetings for all MD-STARnet or spina bifida related project meetings for CDC program staff and sites.
  • Prepare for in-person meetings, including room reservations and arrangement for visitor passes and escorts.
  • Plan, develop, and distribute meeting agendas at least one (1) day in advance of monthly Committee calls, monthly CDC/site calls, and Principal Investigator calls.
  • Take meeting notes detailing topics, discussions, and action items.
  • Develop tracking reports for budget and funding requests based on information received from CDC program staff.
  • Support internal compliance processes by maintaining thorough documentation of policies and internal controls.
  • Develop and maintain standard operating procedures and develop written documentation for extramural funding activities in accordance with applicable statutory and regulatory rules.
  • Sort, clean, and analyze project data through use of R, SAS, SPSS, and other CDC approved statistical analysis software.
  • Develop data analysis summaries and share findings with CDC program staff and DBDID leadership at regularly occurring (i.e., monthly) scientific sessions.
  • Schedule and coordinate project work groups and data analyses update sessions through a shared calendar platform, such as Outlook or Microsoft Teams.
  • Develop abstracts, presentations, and manuscripts based on data analyses for dissemination at scientific, clinical, and patient advocacy conferences and publication in peer-reviewed journals.

Requirements

  • Master's degree in Public Health, Epidemiology, Health Sciences, Biology, Nursing, Healthcare Administration, or a related field.
  • Minimum of 5 years of experience supporting public health surveillance, epidemiology, healthcare data collection, or public health program operations.
  • Experience managing and analyzing large public health, healthcare, or surveillance datasets.
  • Proficiency in SAS, R, and data visualization tools.
  • Knowledge of epidemiologic methods, statistical analysis, data quality management, and public health surveillance systems.
  • Experience preparing technical documentation and communicating analytic findings to diverse audiences.
  • Experience with publishing.
  • Strong organizational, analytical, and communication skills.
  • Proficiency with Microsoft Office Suite and data management systems.

Preferred Qualifications

  • Master's degree in Public Health, Epidemiology, Biostatistics, Data Science, or a related discipline.
  • 8+ years of relevant experience.
  • Familiarity with CDC data standards, human subjects protections, IRB processes, and federal data governance requirements.
  • Experience working with multi-state surveillance systems and collaborating with state health departments and public health partners.
