Role Description

Yorktown Systems Group is seeking a qualified OPFOR Non-Linear (Land/Hybrid) Contractor to support NATO’s Joint Force Training Center (JFTC) located in Bydgoszcz, Poland conducting training and exercises for the NATO Command Structure (NCS) and NATO Force Structure (NFS) to ensure operational ability and interoperability in a variety of environments.

The contractor will support the Training and Exercise Division (TED) delivery of combined and joint training and exercises. Mainly static and distributed, as well as single and multi-echelon, for tactical and operational level headquarters, staff and forces in the full spectrum of NATO operations. JFTC may assume the responsibility of the Officer Directing Exercise (ODE) for various exercises, i.e. NOBLE JOLT (NOJO), LOYAL LEDA (LOLE), LOYAL DOLOS (LODO). NOJO is a logistics and sustainment centric Computer Assisted Exercise/Command Post Exercise (CAX/CPX) that will train JLSGNP. LOLE and LODO are land domain tactical level Computer Assisted Exercises/Command Post Exercises (CAX/CPX) that will train relevant headquarters from the NFS in the Warfighting Corps role. Additionally, JFTC may support the NATO GEORGIA (NAGE) exercise/s.

Specific duties may include, but are not limited to:

  • The OPFOR Non-Linear (Land/Hybrid) Contractor is responsible to the Chief OPFOR and directly subordinate to the Deputy Chief OPFOR.
  • Oversee all aspects of the exercise planning and execution with a focus on Land Warfare and Non-Linear Threat.
  • Assist in the dynamic scripting necessary to enable the TA to achieve their training objectives.
  • Manipulate OPFOR disposition and force strength through pre-scripted and dynamically scripted functions of the exercise.
  • Support other Joint OPFOR functions within an OPFOR Joint Forces Command.
  • Define, coordinate, and manipulate geospatial data necessary to facilitate the achievement of the stated exercise training objectives.

Tasks during OPFOR Workshop I/ MEL/MIL Incident Development WS:

  • Support OPFOR product development phase.
  • Contribute to develop specific OPFOR Non-Linear Scheme of Maneuver (SoM).
  • Further develop/construct OPFOR exercise framework.
  • Develop OPFOR pre-scripting material (non-linear documentation).
  • Provide support to MEL/MIL Incident Development WS.
  • Liaise/coordinate product requirements with Event Managers.

Tasks during OPFOR Workshop II/ MEL/MIL Scripting WS:

  • Support OPFOR product development phase.
  • Contribute to develop detailed OPFOR SoM.
  • Further develop/construct OPFOR exercise framework.
  • Refine OPFOR pre-scripting material (non-linear documentation).
  • Provide support to MEL/MIL Scripting WS.
  • Liaise/coordinate product requirements with Event Managers.

Tasks during EXCON Training & Execution:

  • Support OPFOR product refinement/validation.
  • Support quality checking of all OPFOR documentation prior to release.
  • Refine OPFOR pre-scripting material (non-linear documentation).
  • Coordinate with CAX/GEO specialists in relation to OPFOR elements.
  • Liaise and coordinate closely with Event Managers.
  • Support dynamic scripting efforts in relation to OPFOR.
  • Support EXCON training serials in relation to OPFOR.
  • Support execution of Wargame (OPFOR).

While providing deliverables, the Contractors shall:

  • Collaborate with the Chief OPFOR, Scenario Lead and their respective superiors to establish coordination and production requirements.
  • Collaborate with Modelling and Simulation (M&S) and Geospatial specialists to facilitate simulation requirements.
  • Collaborate with other concerned NATO and allied organizations to coordinate OPFOR requirements.
  • Understand the development necessary, with respect to OPFOR, to facilitate exercise design and training objective achievement.
  • Assist in the coordination of Subject Matter Experts’ (SMEs) input.
  • Assist in the development of the required OPFOR products.
  • Assist in the development of OPFOR aspects of the baseline scenario.
  • Assist in the preparation and execution of Main Event List/Main Incident List (MEL/MIL) events and scripting workshops.
  • Assist in the development of OPFOR familiarization training.
  • Develop and deliver various briefings/presentations and products with OPFOR related content.
  • Provide critical input in support of active lesson-learning.
  • Archive and catalogue non-linear documentation.

Qualifications

  • Three years within the last six years of working experience in a J2/A2/M2/G2 staff element in national or NATO Force Structure HQ on tactical or higher level at the level of OF-3 to OF-5 or as a senior NCO/specialist.
  • Demonstrated recent (within past five years) experience in the position of OPFOR/SITFOR SME operating non-linear and/or hybrid OPFOR/SITFOR elements during a NATO exercise.
  • Demonstrated recent (within past five years) knowledge and experience of Nations OPFOR doctrine and concepts and its implementation in a simulation system.
  • Demonstrated experience and/or knowledge (within past five years) of peer adversary on a wide range of NATO strategic, operational and tactical level military thinking, doctrine & concepts.
  • Demonstrated working knowledge/experience of NATO Functional Area Systems (FAS) TOPFAS and INTEL FS.
  • Demonstrated recent (within past 5 years) knowledge and experience with NATO Setting 360 / OCCASSUS.
  • A native English language speaker or an individual presenting excellent command of spoken and written English, with a proven ability to communicate effectively orally and in writing at the level of (SLP) NATO STANAG 6001 - 3333 (Listening, Speaking, Reading and Writing).

Requirements

  • Must possess an active NATO or U.S. SECRET or higher security clearance.
  • CONUS and OCONUS travel will be required.
