Role Description

The Operational Research Analyst shall provide analysis, technical studies, project management, training, trouble shooting, simulation, mathematical optimization, queueing theory and other stochastic process models, Markov decision processes, data envelopment analysis, neutral networks, expert systems, decision analysis, the analytic hierarchy process, and other such tools in response to tasks involving the operation, management, and monitoring of functions and processes.

Duties/Responsibilities

• Provide quality analytical, and non-personal logistical services
• Assist in assessing the performance of the command’s products and services, implementation of a meaningful Metrics Program, and pursuit of improved decision making and efficiency
• Administrative Logistics Support:
  • Provides analytical, administrative and logistics support for all FLC Norfolk operating locations
• Planning, Scheduling and Conducting Studies:
  • Planning, scheduling and conducting studies of a myriad of operational areas
  • Gathers information from a variety of sources and works with contacts at various levels within the command
  • Maintains a close liaison with NAVSUP Headquarters products and services program managers and counterparts at the NAVSUP FLC Norfolk level
• Collect Data:
  • Collect data, conduct analyses, and evaluate documentation, and other management reports
  • Analyze current business processes and determine appropriate data to measure the performance of these processes
• Monitor the Products and Services Performed:
  • Monitor the products and services performed by FLC Norfolk ensuring that all rules, regulations, policies and procedures quoted or used are exact and authoritative
  • Conduct trend analyses, identify areas with process deficiencies, and apply Government regulations and policies, plus commercial best practices to recommend potential solutions
  • Recommend new or revised plans, policies and procedures
• Produce and Present Reports:
  • Prepares written reports, spreadsheet and charts, as necessary, to accurately report the results of studies, analyses and monitoring of key performance and workload metrics in such a way as to clearly relay those results to command leadership so as to enable actionable courses of action and decisions
  • Provide an average of 4,160 separate OR Analyst functions actions annually. Estimated time to complete (1) Operation analyst actions is one hour

Required Skills/Abilities

• Extensive knowledge and experience of all facets of Navy Supply and logistics, to include contracting, warehousing, material control, integrated logistics support, industrial support, fuels, pier side logistics, provisions, food service, ship store, disbursing, requisitioning, expediting, inventory management, postal, household goods, hazardous material management, aviation support, and Navy financial management
• Extensive knowledge, experience, and education in the Operations Research field. An advanced degree in O.R. is desirable
• Proficient in working both independently and on a team. Effective interpersonal skills are required. Project management skills and experience are required
• Proficient in gathering, organizing, and managing data using software tools
• Extensive knowledge and experience in the Navy Enterprise Resource Planning (ERP) system
• Proficient in database analysis and interpretation of reports
• Specialized and expert in the development and management of metric data and a meaningful metric program
• Comprehensive knowledge provided by advanced background in supply chain management, specifically in the NAVSUP community. Knowledgeable and proficient in the interpretation of all regulations and policies
• Capable of presenting clearly and tactfully the conclusions of studies and evaluations both orally and in writing
• Must have experience/ knowledge of Microsoft Office suite of applications with emphasis on MS Word, MS Excel (pivot tables/spreadsheet functions) and MS Power Point

Education and Experience

• Bachelor’s degree in related field encouraged
• 3 years or more of related experience required
