[Hiring] National Consultant on Gender-Responsive Municipal Energy and Climate Planning @UNDP

Role Description

The National Consultant on Gender-Responsive Municipal Energy and Climate Planning will serve as the technical lead for Activity 3. The consultant will contribute technical expertise on municipal energy and climate planning to the Gender and Energy Poverty Dialogues under Activity 1 and to the capacity development programme under Activity 2, using relevant evidence, stakeholder inputs, and learning from these activities to inform the municipal engagement process.

The overall objective of this consultancy is to provide technical leadership for the design, preparation, and delivery of municipal engagement activities under Activity 3, supporting women's meaningful participation in municipal energy and climate planning and decision-making.

Qualifications

• Master’s degree in Environmental Studies, Climate Change, Sustainable Energy, Environmental Engineering, Urban or Spatial Planning, Public Administration, Public Policy, Sustainable Development, Social Sciences, Gender Studies, or a relevant discipline.
• First-level university degree in a relevant field with two additional years of qualifying experience may be accepted.

Requirements

• Minimum five (5) years of demonstrated experience in municipal energy and climate planning, including SECAPs or other local energy and climate planning instruments.
• Minimum three (3) years of demonstrated experience in developing methodologies, technical guidance, implementation tools, workshop materials, or other practical resources supporting municipal energy, climate, or local development planning processes.
• Minimum five (5) years of demonstrated experience in designing and facilitating participatory planning processes, stakeholder consultations, workshops, or other multi-stakeholder engagement activities involving municipal authorities and communities.
• Fluency in Bosnian/Croatian/Serbian is required.
• Fluency in English is required.

• First draft municipal engagement programme and materials developed in Bosnian/Croatian/Serbian.
• First draft of the Activity 2 capacity development programme and materials reviewed.
• Second draft municipal engagement programme and materials prepared.
• Municipal engagement programme and materials revised for implementation.
• Technical content delivered and three capacity development workshops co-facilitated.
• Three municipal engagement sessions led and facilitated.

Consultant's Workplace and Official Travel

This is a home-based consultancy requiring travel within Bosnia and Herzegovina. The consultant is expected to travel to:

• The three Gender and Energy Poverty Dialogues in Zenica, Mrkonjić Grad, and Brčko.
• The national policy dialogue organized as part of SDG Week 2026 in Sarajevo.
• The three capacity development workshops under Activity 2.
• The three municipal engagement sessions under Activity 3.
