Role Description

The Manager, Market Advocacy serves as a Market Operations Liaison (MOL), acting as the strategic link between market leadership, external providers, and enterprise shared services to drive operational excellence, resolve complex issues, and improve provider and customer experiences. This senior individual contributor leads cross-functional efforts to identify risks, manage escalations, influence enterprise partners, and implement solutions that support market priorities and business outcomes. The role requires a strong understanding of claims processing, eligibility, provider operations, and shared service functions to effectively identify operational risks, influence resolution strategies, and advocate for market needs.

• Serve as the primary MOL and advocate for market and provider operational needs across enterprise partners
• Lead complex operational issues through identification, escalation, root cause analysis, resolution, and stabilization
• Apply claims processing knowledge to identify trends, assess provider and member impacts, and partner with shared services on timely, sustainable solutions
• Facilitate governance forums, operational reviews, and performance discussions to drive accountability and transparency
• Analyze operational data, identify risks and service gaps, and recommend solutions that improve performance and stakeholder satisfaction
• Build trusted relationships with market leaders, external providers, provider groups, and cross-functional partners
• Meet with external providers and provider groups, as needed, to address operational concerns, provide education, gather feedback, and support resolution of escalated issues
• Lead or support strategic initiatives, process improvements, and implementations affecting market operations
• Prepare concise executive communications, recommendations, and decision-support materials for leadership

Qualifications

• 5+ years of experience in healthcare, payer, provider, claims, market operations, or a related field
• Experience leading complex cross-functional work and influencing outcomes in a matrixed organization without direct authority
• Demonstrated knowledge of claims processing workflows, issue resolution, and impacts to provider and member experience
• Solid analytical, relationship management, communication, presentation, and problem-solving skills
