[Hiring] Homeless Services, HMIS Manager @ICF

Role Description

ICF’s Homeless Services team works with federal agencies, state and local governments, non-profits, and other community partners to implement evidence-based best practices and to innovate and identify new solutions to ending homelessness. ICF is currently seeking an experienced and mission-oriented candidate to support the administration and operation of a Homeless Management Information System (HMIS) for a large Continuum of Care (CoC).

The successful candidate will serve in a senior leadership role and will be responsible for leading a team of system administrators and analysts to ensure the effective operation, delivery, and continuous improvement of the CoC’s HMIS. This role combines people management, technical oversight, and operational execution, with accountability for meeting organizational objectives, excellent communication and responsiveness to community partners, and attainment of performance outcomes.

Please note: This role is contingent upon a contract award. While it is not an immediate opening, we are actively conducting interviews and extending offers in anticipation of the award.

Key Responsibilities

• Oversee day-to-day execution of HMIS operations, ensuring reliability, efficiency, and quality in accordance with defined contracts and service level agreements.
• Ensure data projects (such as reports and analytic deliverables) and system improvements (upgrades and feature releases) are delivered on time, within scope, and within budget by adhering to accepted project management methodologies.
• Develop and enforce processes and procedures to maintain system performance, availability, and data quality across the data management lifecycle.
• Resolve complex technical and operational issues across data environments in partnership with the HMIS vendor and cross-functional teams, as necessary.
• Ensure HUD HMIS requirements and CoC HMIS policies and procedures are correctly implemented in HMIS.
• Coordinate with CoC HMIS and data leadership, the HMIS vendor, HMIS technical support teams, and other internal and external partners to ensure both operational and strategic benchmarks are attained.
• Review reports submitted to funders and policymakers to ensure data quality, compliance with reporting requirements, and usability.
• Communicate technical concepts clearly to both technical and non-technical stakeholders.
• Collaborate with internal teams, HMIS participating agencies, and cross-functional partners to align priorities and requirements.
• Manage and support the professional development of a team of data professionals, including data analysts, system administrators, quality assurance specialists, and/or technical specialists.
• Demonstrate a commitment to utilizing HMIS as a tool to prevent and end homelessness, including providing accessible and high-quality data to inform resource allocation, improve program performance, and address racial and gender disparities through equitable and inclusive system and program design.
• Align CoC and organizational strategy with work priorities across the HMIS team to ensure relevant and responsive HMIS administration and operation.
• Provide coaching, feedback, and development planning to support individual and team growth.
• Foster a high-performance, inclusive, and collaborative team culture.
• Ensure effective resource allocation and workforce planning within the team.
• Monitor system performance across a variety of measures and indicators and identify opportunities for optimization and improvement.
• Provide regular updates to organization and CoC leadership on HMIS vendor performance, HMIS participation, data quality, and other defined performance measures.
• Support compliance with organizational standards, policies, and best practices.
• Remove operational barriers and facilitate coordination across teams and departments.
• Drive continuous improvement in processes, tools, and workflows.

Qualifications

• Bachelor’s degree in Data Analytics, Computer Science or Information Systems, Public Policy and Administration, Business, Planning, or a related field; master’s degree preferred; equivalent experience may be considered.
• Professional experience working with HMIS and homeless services data systems, including a thorough understanding of HMIS software requirements.
• Proven ability to manage professional teams and deliver operational or technical outcomes, even in ambiguous situations.
• Strong understanding of data systems, operations, and technical environments.
• Strong understanding of project management methodologies that are relevant to software development and the data management lifecycle.
• Experience with complex problem-solving in data or system-related contexts.
• Experience interpreting data and analytical reports, identifying policy implications, and developing and delivering recommendations to executive leadership.
• Knowledge of HMIS governance, policy, and administration.

Preferred Qualifications

• Ability to execute long-term strategies through short-term operational and tactical activities, using defined and measurable work plans, task assignments, and contracts/subcontracts (where necessary).
• Experience with training delivery and provision of technical assistance.
• Understanding of McKinney-Vento Act and regulations governing the Continuum of Care (CoC) and Emergency Solutions Grants (ESG) programs and other federal mainstream housing and services programs.

Pay Range

The pay range for this position based on full-time employment is: $89,649.00 - $152,404.00.
