Role Description

The Government Affairs role serves as SubCom's senior liaison to U.S. executive and legislative agencies, the intelligence community, regulatory bodies, and key foreign governments. The role monitors and influences telecommunications, infrastructure, security, and maritime policy; advances regulatory and legislative outcomes that support SubCom's business objectives; strengthens SubCom's position as a trusted provider of secure undersea cable infrastructure; and helps identify and pursue government-funded business opportunities.

Responsibilities

  • Build and maintain strategic relationships with U.S. executive branch agencies and politically appointed officials to understand policy priorities and assess implications for SubCom's strategy and operations.
  • Advise senior SubCom leaders on current and emerging federal policies, regulations, security priorities, and geopolitical developments affecting global communications infrastructure.
  • Advance regulatory policies that support fair market competition, efficient approvals, and SubCom's business and financial objectives, including engagement in the Team Telecom and Federal Communications Commission licensing processes.
  • Engage with Congress and legislative officials to shape laws, treaties, and international agreements affecting undersea cable installation, maintenance, repair, and related vessel operations.
  • Maintain relationships with U.S. intelligence and security agencies to monitor industry threats, communicate SubCom's capabilities, and support recognition of SubCom as a trusted partner in global communications infrastructure.
  • Partner with Legal and senior leadership to support compliance with U.S. and foreign laws and regulations governing undersea cable infrastructure and services.
  • Develop and expand relationships with key foreign governments and participate in bilateral and multilateral policy discussions to advance trusted and secure undersea cable networks.
  • Lead cross-functional initiatives that align SubCom's security practices, supply chain strategy, and external positioning with government expectations for trusted and secure infrastructure providers.
  • Identify and help shape government-funded programs related to undersea cable infrastructure; partner with Sales and industry participants to position SubCom for funding opportunities and compliant project delivery.
  • Consistently ensure that business is conducted with integrity and that behavior aligns with SubCom policies, procedures, and core values.

Qualifications

  • Bachelor’s degree or equivalent experience.
  • Minimum of 12 years of progressive regulatory or government affairs experience in telecommunications, including regular direct engagement with U.S. executive branch agencies and senior government officials.
  • Expert knowledge of U.S. and foreign government policies and regulations related to telecommunications infrastructure, national security, and undersea cable systems.
  • Demonstrated ability to influence federal policy, regulatory, or legislative outcomes affecting the undersea cable industry.
  • Demonstrated experience securing significant federal funding for infrastructure programs and overseeing funding compliance through project completion.
  • Expert knowledge of international multilateral processes and experience representing a company or government in bilateral and multilateral negotiations.
  • Ability to translate complex political, regulatory, security, and geopolitical developments into clear business implications and recommendations for senior leaders.
  • Exceptional written and verbal communication, relationship-building, negotiation, judgment, and influencing skills.
  • Ability to lead cross-functional work, manage multiple priorities, and operate effectively in a fast-paced, highly visible environment.
  • Proficiency with Microsoft Office, including PowerPoint, Excel, and Outlook.
