Role Description

Reporting to the DOE Alumni Network Envision DOE Initiative Lead and working closely with the Networkโ€™s Policy Strategy Lead, the Envision DOE Initiative Coordinator will manage logistics of the DOE Alumni Networkโ€™s multi-year Envisioning the Envision DOE effort. This is a position for someone with DOE experience looking to support an ambitious large-scale energy agenda setting effort and gain expertise in national-level energy and science policy development.

The funding for this position comes from the Climate Reserve and for the first year of employment, this employee will be a Fellow of the Climate Reserve. As part of this program, the employee will spend approximately 20% of their time engaged in activities related to the Climate Reserve.

The Envisioning the Envision DOE initiative is an effort to establish a non-partisan research and policy agenda for the Department to enable it to be more effective at achieving its mission. The initiative will work to develop:

  • A comprehensive set of R&D and policy recommendations
  • Identification of operational improvements and associated implementation strategies
  • Hiring/personnel strategies and policy recommendations

The multi-year effort will result in:

  • Future of DOE reports, intended to serve as a resource for DOE leadership, that articulates:
    • DOE-wide, office-by-office recommendations for priorities, funding, and implementation
    • Cross-cutting recommendations for DOE operations and organization
  • Summary policy and funding priority papers meant for Congress and key stakeholders
  • A set of personnel staffing, hiring mechanisms, and policy recommendations that enable DOE to maintain institutional expertise, expand staffing expeditiously, and address newer and longer-standing vulnerabilities to employee hiring and retention

Responsibilities

  • Coordinate the Envision DOE initiative
  • Initial responsibilities:
    • Support the Envision DOE Initiative lead in the development of a multi-year plan for initiative execution
    • Coordinate working group meetings
    • Coordinate the development of initial 2026 white papers
    • Help lead review processes for white papers involving both DOE alumni and external stakeholders
    • Coordinate a series of โ€œbig ideaโ€ round tables aimed at generating ideation for the effort
  • Medium-term responsibilities:
    • Coordinate development, socialization, and review of the Envision DOE report and associated end-products
    • Help develop and cultivate relationships with key stakeholders and end users
    • Help ensure coordination between relevant efforts within the Network
    • Help develop, track and maintain data and metrics on the impacts of program area
  • Climate Reserve Collaborative Learning and Project Activities (20%):
    • Participate in Climate Reserve convenings or related conferences
    • Participation in Climate Reserve-hosted virtual learning sessions
    • Periodic peer-to-peer engagement with other Climate Reserve Fellows
    • Investigate emerging developments, risks, or opportunities related to focus area
    • Assembling lessons learned, tools, or reflections in lightweight formats
    • Networking opportunities within and beyond the Climate Reserve Coalition
    • Participation in surveys or brief reflections documenting experience
    • Applying insights from Climate Reserve peers to project design or implementation
  • Other duties as assigned

Qualifications

  • Must have worked at the Department of Energy for at least two years, with additional experience preferred
  • Preference for a candidate with 5 or more years of experience working or engaging on issues relating to domestic energy policy and energy innovation needs
  • Demonstrated experience in developing and supporting large strategic analyses
  • Experience coordinating multi-stakeholder processes
  • Experience developing and leading complex processes and projects
  • Ideal candidate will already be engaged with the DOE Alumni Network

Pay

An annual salary of $87,792 in Washington, D.C. We will adjust the salary up or down based on the locality. The DOE Alumni Network team will be administratively housed at the Environmental Protection Network (EPN). EPN will oversee both payroll and benefits administration for this role.
