Role Description

The Environmental Representative/Land Liaison serves as the primary point of contact between property owners, project teams, contractors, and stakeholders throughout project planning and construction activities. This role is responsible for maintaining positive landowner relationships, coordinating access to private property, addressing land-related concerns, and ensuring construction activities are conducted in accordance with landowner agreements, property rights, and applicable environmental compliance requirements.

  • Support preconstruction services by reviewing required environmental and construction submittals, including the Fugitive Dust Control Plan, Spill Prevention Control and Countermeasure (SPCC) Plan, Wash and Blow Station Designs, and Stormwater Pollution Prevention Plan (SWPPP).
  • Document existing road conditions for roads to be used during project activities, in accordance with project technical specifications and mitigation requirements.
  • Provide post-construction SWPPP inspections and associated cost per inspection.
  • Serve as the designated point of contact for landowners regarding project access, construction activities, and land-related concerns.
  • Coordinate biological, cultural resources, and other monitoring requirements during construction in compliance with project mitigation measures and permit conditions.
  • Coordinate property access and address issues associated with:
    • Crop and property damage
    • Gate management and closure requirements
    • Site restoration activities
    • Construction activity impacts and noise concerns
    • Noxious weed control and vegetation management
    • Potential impacts to farming and agricultural operations
  • Provide landowners with appropriate contact information for Realty Specialists and other project representatives.
  • Coordinate with Realty Specialists regarding questions related to easements, land rights, property access, and right-of-way requirements.
  • Facilitate communication and coordination between construction teams and landowners to minimize disruptions and maintain positive working relationships.
  • Coordinate construction activities in areas with active logging operations to ensure safe and efficient project execution.
  • Coordinate work occurring within railroad rights-of-way with designated railroad representatives, including:
    • Train scheduling considerations
    • Flagging and railroad safety requirements
    • Utility notification requirements, including "Call Before You Dig" and fiber optic cable notification systems
  • Obtain and document information from landowners regarding agricultural chemicals, pesticides, herbicides, and other hazardous materials being used on or near project rights-of-way.
  • Communicate chemical-use information to project teams to determine appropriate site entry restrictions and personal protective equipment (PPE) requirements.
  • Track, document, and resolve landowner concerns and inquiries in a timely and professional manner.
  • Support construction teams by identifying and mitigating land access risks and stakeholder issues that may affect project schedules.
  • Maintain accurate records of landowner communications, agreements, notifications, and issue resolutions.

Qualifications

  • Bachelor's degree in communications, environmental studies, natural resources, land management, agriculture, project management, or a related field, or equivalent work experience.
  • Experience working directly with contractors, landowners, agricultural stakeholders, utility projects, infrastructure development, construction, right-of-way management, or real estate services.
  • Knowledge of property rights, easements, right-of-way requirements, and landowner relations practices.
  • Knowledge of local, state, federal environmental compliance regulations and permits.
  • Strong communication, conflict resolution, and stakeholder engagement skills.
  • Ability to build and maintain positive relationships with diverse stakeholder groups.
  • Experience coordinating activities across multiple parties, including contractors, property owners, agencies, and utility representatives.

Preferred Qualifications

  • Experience supporting transmission, utility, energy, transportation, or large-scale infrastructure projects.
  • Familiarity with railroad right-of-way requirements and construction coordination processes.
  • Knowledge of agricultural operations, farming practices, and land-use considerations.
  • Experience working with managing environmental compliance for large-scale infrastructure construction projects.
  • Understanding of construction safety requirements and PPE protocols.
