[Hiring] Domestic Violence Housing Coordinator @ICF

Role Description

ICF’s Homeless Services team works with federal agencies, state and local governments, non-profits, and other community partners to implement evidence-based best practices and to innovate and identify new solutions to ending homelessness. ICF is currently seeking an experienced and mission-oriented candidate to support the management oversight, implementation, and operation of a Coordinated Entry System (CES) for a large Continuum of Care (CoC).

As a critical member of the housing and Coordinated Entry System team, the Domestic Violence Housing Coordinator will:

• Manage housing referrals, identify appropriate program openings and unit vacancies, and provide system navigation support to reduce the time between referral and housing placement.
• Work closely with individuals and families fleeing domestic violence, dating violence, sexual assault, stalking, human trafficking, or other dangerous or life-threatening conditions.
• Identify barriers, coordinate documentation and applications, support informed housing choices, and facilitate successful transitions to safe and stable housing.
• Serve as a key liaison among victim service providers, housing programs, emergency shelters, Coordinated Entry access points, landlords, legal and advocacy organizations, and other community partners.
• Ensure that housing coordination activities are trauma-informed, survivor-centered, culturally responsive, and conducted in a manner that protects participant safety, privacy, confidentiality, and autonomy.

Please note: This role is contingent upon a contract award. While it is not an immediate opening, we are actively conducting interviews and extending offers in anticipation of the award.

Qualifications

• Bachelors’ degree in fields related to Human Services, Public Policy and Administration, or Social Work or Welfare, or other clinical or health-related field; master’s degree preferred; equivalent experience may be considered.
• Minimum two years directly related experience with Continuum of Care program and HUD Coordinated Entry programs.
• Understanding of the Continuum of Care program and HUD Coordinated Entry Requirements as defined in the CoC Program interim rule and HUD Notice CPD-17-01.
• Familiarity with the housing protections and confidentiality requirements associated with the Violence Against Women Act and other applicable federal requirements.
• Experience facilitating survivor-centered case conferencing or multidisciplinary housing coordination, including trauma-aware practices and destigmatizing engagement strategies.
• Experience managing multi-agency initiatives and stakeholder partnerships.
• Experience in data management systems, victim services provider comparable databases, and IT privacy and security standards.
• Strong project management, facilitation, problem-solving, and organizational skills.

Requirements

• Coordinate CES processes and components related to housing identification, matching, referral, application, and placement activities for survivors of domestic violence and related forms of violence.
• Maintain current knowledge of available emergency, transitional, rapid rehousing, permanent supportive housing, affordable housing, rental assistance, and mainstream resources.
• Match eligible households to housing opportunities based on program requirements, survivor preferences, geographic needs, and available resources.
• Provide housing navigation and application support, including coordination of documentation, landlord communications, eligibility verification, and move-in activities.
• Monitor referrals and housing applications from initial connection through placement, identifying and addressing delays, barriers, or gaps in coordination.
• Coordinate warm handoffs to appropriate victim services, legal assistance, benefits, behavioral health services, childcare, transportation, and other community resources.
• Work with housing providers to resolve concerns involving eligibility, documentation, referral acceptance, reasonable accommodations, or placement timelines.
• Identify system- and program-level barriers that prevent survivors from accessing or sustaining housing and coordinate appropriate resolutions.
• Integrate survivor-defined safety considerations into housing searches, referrals, communications, case conferences, and placement activities.
• Maintain secure communication practices and protect personally identifying and location information in accordance with applicable federal, state, local, and organizational requirements.
• Maintain accurate, timely, and appropriately protected records of referrals, housing searches, program openings, placement progress, and service connections.
• Use approved comparable databases to monitor indicators such as referral timeliness, referral acceptance, housing-search duration, move-in progress, unsuccessful referral reasons, and housing-resource utilization.
• Model respectful, trauma-informed, culturally responsive, and person-centered communication.
• Immediately elevate potential safety or confidentiality concerns through established supervisory and organizational protocols.
• Ensure that participation in Coordinated Entry does not delay or condition access to emergency shelter, crisis intervention, hotline assistance, or other immediate safety services.
