Role Description

ICF’s Disaster Management Division is looking for a Director, Risk Management and Insurance to lead and grow our Risk and Insurance practice. This position is 100% Remote in the U.S. with travel requirements.

You will guide a team of risk and insurance professionals serving federal, state, and local government clients, and you will lead business development to expand the practice. You will bring deep public sector experience with property insurance programs, workers' compensation, flood insurance, and floodplain management. With that background, you will help clients protect public assets, control the total cost of risk, and build resilience before and after disasters. You will be a trusted advisor to agency leaders and a visible voice for ICF in the public risk management community.

What you will do

  • Lead business development for risk management and insurance work at the federal, state, and local levels. This includes spotting opportunities, shaping client needs, building win strategies, and leading or supporting proposals, orals, and pricing.
  • Build and deepen relationships with public sector risk managers, state insurance and finance offices, emergency management agencies, brokers, carriers, and industry associations to create a strong pipeline.
  • Oversee the Risk and Insurance team. You will set priorities, assign staff to projects, mentor team members, and grow the team's technical and professional skills.
  • Provide senior oversight of project delivery for quality, schedule, budget, and client satisfaction across a portfolio of risk and insurance engagements.
  • Advise clients on how to design, restructure, and run public entity insurance programs. This includes property, casualty, workers' compensation, and self-insurance or trust structures.
  • Guide clients on the National Flood Insurance Program (NFIP), floodplain management compliance, and flood risk reduction strategies.
  • Support clients through claims, including working with brokers, adjusters, third-party administrators (TPAs), and the affected agencies after large or catastrophic losses.
  • Help clients strengthen risk data and exposure management. Examples include property schedules, statements of values, and databases and analytics tools that replace manual spreadsheets.
  • Advise on insurance marketing and renewal strategy, including taking part in domestic and international insurance market meetings on behalf of clients.
  • Design and deliver client training, workshops, and conferences on property risk, workers' compensation, and loss prevention.
  • Work with ICF's disaster recovery, grants management, mitigation, and resilience practices to deliver integrated solutions and find cross-selling opportunities.
  • Contribute to practice strategy, thought leadership, and ICF's presence at industry events and in professional associations.

Qualifications

  • Bachelor's degree in risk management, business, public administration, industrial management, finance, or a related field.
  • 10+ years of progressive experience in risk management, insurance, or a related field, with at least 5 years supporting or working for public sector entities (federal, state, or local).
  • 3+ years of hands-on experience managing or advising on public entity property insurance and workers' compensation programs.
  • 3+ years of experience working knowledge of the NFIP and floodplain management requirements.
  • Experience working with brokers, carriers, claims adjusters, and TPAs across the claims and renewal lifecycle.
  • 3+ years of experience leading teams, managing staff, or running programs, including budget planning and oversight.
  • 3+ years of experience as a proven record of business growth, such as developing new business, leading sales or client growth efforts, or expanding programs and services.
  • Willing and able to travel (flight and vehicle) throughout the United States for work needs as requested.
  • Must have a valid current U.S. driver’s license and can successfully pass a Motor Vehicle Records (MVR) check.

Preferred Qualifications

  • Leadership roles in public sector risk management associations such as the State Risk and Insurance Management Association (STRIMA), the Public Risk Management Association (PRIMA), or the Association of State Floodplain Managers (ASFPM).
  • Experience in federal, state, or local government contracting and capture, including leading responses to RFPs, RFQs, and SOQs.
  • Experience running a state-level risk management office, self-insurance fund, or workers' compensation trust.
  • Experience with disaster recovery, FEMA Public Assistance insurance requirements, or hazard mitigation programs.
  • Experience upgrading risk data management, such as building property databases, exposure systems, or reporting tools.
  • Operations, logistics, or private sector management experience that brings process improvement and data analytics to risk programs.
  • A network of relationships with state risk managers, finance and administration agencies, and insurance market partners.

Professional Skills

  • Clear, persuasive written and verbal communication, including proposal writing and presentations to executive audiences.
