Role Description

We are seeking an experienced Director to join our Government and Policy practice, lead complex client engagements, and serve as a senior leader within the firm. This role focuses on Medicaid, Medicare, and rural health policy and programs, helping clients interpret federal and state requirements, develop actionable strategies, and implement and assess health care programs and payment initiatives.

This role is designed for someone who can independently own high stakes client work, manage teams, and advance projects with minimal oversight. Directors at Coral are trusted advisors to clients and critical partners to firm leadership. The right candidate will help ensure excellent delivery while meaningfully reducing day-to-day project management demands on Partners. This is not purely a strategic oversight role; Directors develop, lead, and deliver client work.

What You Will Do:

• Lead multi-workstream Government and Policy engagements from early scoping through delivery, including policy analysis, program design and implementation, technical assistance, monitoring, and evaluation.
• Interpret federal and state policy, regulations and program guidance, and advise on implications for payment, program participation, operations and care delivery.
• Lead collaboration across government agencies, contractors, health plans, and care delivery organizations to resolve implementation challenges and advance client objectives.
• Serve as primary day-to-day client lead on major accounts.
• Structure workplans, allocate resources, and ensure projects stay on time and on budget.
• Develop and oversee executive-ready deliverables grounded in policy, operational, and financial analysis.
• Interpret utilization, quality, and financial performance data to inform strategy.
• Manage and mentor Consultants, Senior Consultants, and Managing Consultants.
• Lead proposal development, including scope design, pricing contracts, and drafting.
• Identify opportunities to expand existing client relationships.
• Collaborate on firmwide initiatives that strengthen resourcing, drive growth, enhance service excellence, and support the firm’s strategic positioning.

This role emphasizes subject matter expertise, judgment, and leading teams.

Qualifications

• Significant professional experience, typically 8 or more years, in health policy, government programs, health care consulting, or related operations, including substantive experience in Medicaid, Medicare, or rural health.
• Demonstrated experience leading complex engagements and managing teams.
• Strong executive communication skills, with ability to advise senior leaders.
• Comfort working with health care data, including claims, quality measures, and financial performance metrics, and translating insights into strategy.
• Demonstrated ability to translate federal and state policy requirements into practical strategies and lead implementation with government or health care partners.
• Advanced proficiency in developing executive-ready materials using modern productivity tools, including responsible and effective use of AI.
• Experience scoping work, managing budgets, and maintaining delivery discipline.
• Thrives in a dynamic, fast-paced environment.

Requirements

• Demonstrated expertise in one or more of the following areas:
• Medicaid policy and programs: Medicaid managed care, state plan amendments, and Section 1115 demonstration waivers, including program design, implementation, monitoring, and evaluation.
• Medicare transformation and payment policy: Medicare payment policy, value-based payment models, and delivery system transformation, including advising organizations on participation and operational implications.
• Rural health payment and policy: Rural payment approaches, care delivery, and provider sustainability, including implementation of initiatives such as the Rural Health Transformation Program.
• Program implementation and stakeholder leadership: Leading work with federal and state government agencies, government contractors, health plans, providers, and other care delivery organizations to support program implementation, participation, monitoring, technical assistance, and evaluation.

Benefits

• The starting salary for this position is $140,000 to $175,000 per year, commensurate with qualifications and demonstrated leadership experience, with eligibility for performance-based bonus.
