Role Description

The Department of Revenue's (DOR) Property Tax Division is looking for three dynamic individuals to fill a Property and Acquisition Specialist 4 (PAS4) vacancy in Tumwater, WA. This team is dedicated to the management of property taxation affecting the state and local levels while providing advice, instruction, and training to all customers.

Candidate screening will begin as early as September 1, 2026, and the hiring authority may exercise the option to make a hiring decision at any time after. It will be to the applicant's advantage to submit materials as soon as possible.

As a County Review Auditor (PAS4), you will provide support to county officials relating to the performance and compliance of property tax laws for all programs assigned to County Performance and Administration. You will also review and audit county property tax operations and programs while providing technical assistance to county staff, taxing districts, taxpayers, and other stakeholders. Assigned areas may include revaluation, assessment appeals, current use, and levies. Here are some of your other responsibilities:

  • Gathers information relating to efficient and effective property tax assessment and administration practices, identifies best practices, develops reports and distributes to county officials and their staff.
  • Assists program specialists with legislative analysis, policy guidance, and updates to forms, publications, administrative rules, and providing technical training to county assessors and their staff.
  • Backup for property tax program specialists, provides general advice and guidance to elected officials, county assessment personnel, agency staff, and taxpayers in assigned program areas.
  • Assists property tax program specialists with providing technical training to county assessors and their staff, as well as targeted training developed for impacted groups.
  • Assists with updating forms, training materials, publications, and resource guides relating to legislative or other program changes.
  • Maintains program databases, manuals, and webpages (e.g., Property Tax Resource Center) to ensure accurate information.
  • Reviews and processes accreditation initial and renewal applications to ensure compliance with statutory training requirements according to established deadlines; maintaining records, issue certificates, and tracks continuing education compliance.

Qualifications

  • Demonstrated knowledge of Washington State property tax laws, administrative rules, policies, and procedures applicable to one or more property tax programs.
  • Working knowledge of legislative and governmental processes.
  • Demonstrated skill researching, analyzing, and interpreting complex statutes, administrative rules, policies, technical guidance, and/or other specialized information.
  • Demonstrated skill applying critical thinking and sound professional judgment to complex issues.
  • Demonstrated skill independently acquiring and applying technical knowledge.
  • Demonstrated skill preparing clear, concise, and technically accurate written products.
  • Demonstrated skill communicating complex technical information effectively.
  • Demonstrated ability to conduct objective evaluations of programs, processes, or practices.
  • Demonstrated ability to establish and maintain effective working relationships with county officials, agency staff, subject matter experts, and other impacted groups.
  • Demonstrated ability to adapt to changing laws, policies, procedures, priorities, and assignments.
  • Demonstrated ability to analyze complex information, identify trends or patterns, and communicate meaningful insights.

Requirements

  • Professional experience in providing technical expertise on federal, state or local programs.
  • Appraising real and/or personal property.
  • Auditing and/or accounting.
  • A related business field such as buying/selling/leasing real estate or property management.
  • Direct professional program experience in federal, city, county and/or state government.
