[Hiring] Coordinated Entry System Coordinator @ICF

Role Description

ICF’s Homeless Services team works with federal agencies, state and local governments, non-profits, and other community partners to implement evidence-based best practices and to innovate and identify new solutions to end homelessness. ICF is currently seeking an experienced and mission-oriented candidate to support the implementation and operation of a Coordinated Entry System (CES) for a large Continuum of Care (CoC).

As a critical member of the CES implementation team, the CES Coordinator will be responsible for coordinating program operations related to the CES process and workflow. This includes:

• Effectively matching housing referrals to program openings and unit vacancies.
• Actively monitoring CES workflows to ensure resource alignment.
• Supporting system navigation activities to reduce move-in timelines.
• Addressing barriers at both the system- and program-levels to ensure continuous CES outflow.

The position serves as a key liaison between housing providers, outreach teams, shelters, access sites, and other community partners to facilitate effective housing matching, referral management, and successful housing placements.

Please note: This role is contingent upon a contract award. While it is not an immediate opening, we are actively conducting interviews and extending offers in anticipation of the award.

Qualifications

• Bachelors’ degree in fields related to Human Services, Public Policy and Administration, Business, or Social Welfare; equivalent experience may be considered.
• Minimum two years directly related experience with Continuum of Care program and HUD Coordinated Entry programs.
• Understanding of the Continuum of Care program and HUD Coordinated Entry Requirements as defined in the CoC Program interim rule and HUD Notice CPD-17-01.
• Excellent verbal, interpersonal and written communication skills, with the ability to explain complex concepts to non-technical stakeholders.
• Strong organizational, facilitation, conflict resolution, and problem-solving skills.

Requirements

• Ability to prioritize and manage multiple activities simultaneously in a fast-paced, changing environment while meeting stringent deadlines.
• Experience managing sensitive information and maintaining confidentiality.
• Knowledge of Housing First, trauma-informed care, person-centered service delivery, and racial equity principles.
• Experience facilitating case conferencing or multidisciplinary coordination meetings, managing conflict, and attaining consensus across multiple stakeholders.

Pay Range

The pay range for this position based on full-time employment is: $74,090.00 - $125,954.00.
