[Hiring] Consultant to develop a Handbook on gender-responsive policing @UNDP

Role Description

UN Women is seeking a national consultant to work with the Ministry of Public Security (MPS) to develop a handbook on gender-responsive policing to address technology-facilitated gender-based violence (TFGBV) and to deliver two training workshops in Dien Bien and Da Nang for frontline police officers.

Qualifications

• Master’s degree in public security, Cybercrime/Cybersecurity, Social Sciences, Law, Gender & Development Studies, or related fields.
• Good analytical and report writing skills in English and Vietnamese (at least one sample report/presentation in English or Vietnamese to be submitted for evaluation).

Requirements

• A minimum of 10 years of relevant working experience in the development of handbooks, tools, and guidance on laws, public security, or gender equality/GBV related fields in Viet Nam.
• A minimum of 10 years of relevant experience in providing technical assistance and coordination in delivering training on law, public security, cybersecurity, or gender equality/gender-based violence in Viet Nam.
• Working experience/consultancy experience with MPS and/or UN agencies in Viet Nam will be an advantage.
• Distinctive competence in coordination and communication skills, as well as the ability to work independently and with virtual teams.
• Vietnamese as mother tongue; working knowledge of another UN language is desirable.

Deliverables and Timelines

• Inception Report including methodology, workplan, consultation plan, review of relevant literature, and proposed outline of the Handbook on Gender-Responsive Policing in Addressing TFGBV by 30 October 2026 (22%).
• Draft Handbook on Gender-Responsive Policing in Addressing TFGBV (English and Vietnamese) by 30 November 2026 (33%).
• Final Handbook on Gender-Responsive Policing in Addressing TFGBV (English and Vietnamese), incorporating all approved feedback by 30 December 2026 (27%).
• Training Package including training agenda, PowerPoint presentations, case studies, practical exercises, pre- and post-training assessment tools in English and Vietnamese by 15 February 2027 (18%).
• Final Assignment Report including summary of key achievements, lessons learned, participant feedback, recommendations for institutionalization and future use of the handbook and training resources.
