Role Description

The Circuit Provisioning & Cost Management Specialist is responsible for ordering, tracking, and managing access circuits while ensuring cost accuracy and alignment from quote through billing. This role sits within the Telecom Access Cost Management team and serves as a critical bridge between Sales, Delivery, carriers, and finance to ensure circuits are ordered correctly, delivered on time, and billed accurately.

  • Own end-to-end circuit ordering process across on-net and off-net providers
  • Validate order details against approved quotes (bandwidth, location, pricing, term)
  • Submit and manage orders with carriers and aggregators
  • Track order status, milestones, and delivery timelines
  • Proactively identify and resolve order issues, delays, or rejections
  • Act as the central point of coordination between Quote Desk, Delivery, and carriers
  • Ensure clean handoff from Sales/Quote to Service Delivery
  • Maintain accurate order records in systems (Salesforce, ServiceNow, carrier portals)
  • Provide regular status updates to internal stakeholders
  • Validate circuit pricing, NRC/MRC, and contract terms prior to order submission
  • Ensure alignment between quoted pricing and carrier costs
  • Identify cost discrepancies and work with vendors to resolve
  • Support invoice validation and dispute processes where needed
  • Ensure circuits progress cleanly from order to delivery to billing
  • Confirm required delivery milestones are met (e.g., demarc ready, device reachable)
  • Support timely billing activation by ensuring data accuracy and completeness
  • Help reduce WIP backlog by maintaining clean order lifecycle tracking
  • Interface with carriers for order placement, escalations, and updates
  • Track carrier performance and responsiveness
  • Escalate critical issues impacting customer delivery timelines
  • Work supportively with colleagues, operating in a manner that is consistent with 11:11’s Code of Business Ethics and Company Values
  • Responsibly receive, transmit, and handle company data and information per Company data handling agreements, work procedures and policies
  • Review and follow company policies and guidelines, data privacy practices, including annual compliance training certification and policy acknowledgements
  • Additional duties as assigned

Qualifications

  • Bachelor’s or University degree in related field of study or an equivalent related years of work experience required
  • 3+ years of demonstrated experience in telecom, networking, or connectivity services (SD-WAN, DIA, MPLS, Ethernet)
  • Strong understanding of circuit ordering processes and carrier workflows
  • Experience working with multiple carriers or aggregators
  • Ability to manage multiple orders and priorities in a fast-paced environment
  • Strong attention to detail, especially with pricing and contract terms
  • Excellent communication and coordination skills across teams
  • Must be able to work in assigned country without a visa sponsorship
  • Experience with platforms such as Jira, Salesforce, ServiceNow, or Connectbase
  • Experience working with Telecommunications Expense Management (TEMS) systems
  • Familiarity with telecom billing structures (MRC, NRC, term agreements)
  • Exposure to cost management, invoice validation, or vendor management
  • Understanding of NaaS or managed connectivity environments
