Role Description

This role serves as the Region 4 Child Welfare Permanency Specialist responsible for monitoring county child welfare programs and providing training and technical assistance across a 14–16 county region. The position delivers ongoing onsite and offsite consultation and coaching to support counties in improving practice and strengthening continuous quality improvement processes.

• Monitor county child welfare programs to evaluate operational practices and identify areas for improvement.
• Provide structured training and arrange technical assistance to strengthen county program performance.
• Deliver onsite and offsite consultation and coaching to guide counties in implementing continuous quality improvement processes.
• Review county case records to assess compliance with child welfare program requirements.
• Analyze program data, including performance measures and related metrics, to support informed decision-making.
• Build professional relationships with county child welfare staff to enhance outcomes for children, adults, and families.
• Support counties in complying with federal regulations, state statutes, administrative rules, and established child welfare policies.
• Coordinate consultation and support services across a 14–16 county region to ensure consistent application of child welfare standards.
• Provide technical assistance focused on improving county practice and strengthening program quality.
• Engage in collaborative problem-solving with county stakeholders to promote effective child welfare service delivery.

Qualifications

• Master's degree in a discipline relative to the program from an appropriately accredited institution and four years of related experience
• OR Bachelor's degree in a discipline relative to the program area from an appropriately accredited institution and six years of related experience
• OR An equivalent combination of education and experience.

Requirements

• Expert proficiency delivering monitoring and technical assistance activities for county child welfare programs, including evaluating program operations and documented practice outcomes.
• Demonstrated experience applying change-management and implementation strategies to guide counties through continuous quality improvement processes using structured consultation and coaching.
• Strong track record conducting data reviews, including analysis of performance measures and related metrics to support program improvement.
• Advanced skill reviewing county child welfare case records to assess compliance with federal regulations, North Carolina General Statutes, Administrative Rules, and statewide child welfare policies.
• Proven success building professional working relationships with county child welfare staff to strengthen service outcomes for children, adults, and families across a multi-county region.
