Role Description

The Department of Economic Security, Division of Benefits and Medical Eligibility, is seeking an experienced and highly motivated individual to join our team as a Bureau Chief. The Bureau Chief is responsible for providing leadership, coordination, and oversight for DBME support functions including, but not limited to:

  • Quality Control
  • Policy
  • Legislative support
  • Systems

This position will also be responsible for:

  • Establishing and maintaining standards for quality, productivity, consistency, timeliness, and regulatory compliance across assigned functions.
  • Managing quality enhancing projects related to the delivery of program services in DBME.
  • Participating in strategic discussions with the DBME AD, Deputy AD, and Administrators to establish procedures for program efficiency and effectiveness.
  • Executing decisions and implementing changes as needed.
  • Planning, evaluating, coordinating, monitoring, and directing all resources to ensure staff meets timeliness, quality, and productivity goals and objectives across assigned functions.
  • Establishing performance goals and objectives, and developing and continually reviewing performance measurements.
  • Overseeing staff assignments and evaluating performance.
  • Working with support teams to resolve personnel and operational issues/complaints.
  • Planning, organizing, and managing support programs, practices, and procedures to ensure uniform interpretation, application, and implementation according to state and federal laws, rules, and regulations.
  • Developing and reviewing operating procedures for support functions.
  • Developing, implementing, managing, and evaluating strategies to meet the department and division's mission and values.
  • Working with appropriate parties regarding specific budgetary and fiscal planning and management.
  • Meeting regularly with community groups, organizations, and other internal/external partners to coordinate services.
  • Building, supporting, and strengthening community relationships with community partners and other organizations.

This position may be available for remote work within Arizona (3 days per week in the office/hoteling).

Qualifications

  • A combination of education, training, and experience in administration or professional experience that equals a minimum of three years.
  • Demonstrated experience in management of complex programs that require expertise, analytical thinking, and strategic planning.

Requirements

  • Knowledge of research and analysis methods, requirement gathering, feasibility reviews, Impact Analysis, business application process modeling, flowchart processes, quality assurance, and testing.
  • Knowledge of policies, procedures, programs (SNAP, TANF, and MA), system applications (AZTECS, HEAPlus, OnBase, etc.), Microsoft Office (Word, Excel, PowerPoint, etc.), and Google software.
  • Skills in problem and negotiation to resolve issues.
  • Organizational and time management skills with attention to detail.
  • Excellent listening, interpersonal, verbal, and written communication skills.
  • Ability to work at least 40 hours per week and maintain satisfactory attendance and punctuality standards.
  • Ability to work independently or collaboratively with minimal supervision.
  • Ability to identify opportunities for use of solutions to improve efficiency and adapt to changing technologies.
