Role Description
The Head Start Subject Matter Expert for Monitoring Reports and Protocols is essential to the Office of Head Start’s (OHS’s) mission of improving its monitoring systems and processes for federal review data collection, report development, and onsite data analysis. This role involves:
- Contributing to OHS’s analysis and review of monitoring reports
- Developing aggregate monitoring reports to identify trends
- Supporting the creation of the OHS Annual Monitoring Report to Congress
- Providing subject matter expertise related to the Head Start Program Performance Standards (HSPPS) and the federal monitoring review process
- Collaborating with IT, data, and management analytics teams to improve data management solutions
The HS SME-MRP designs, develops and executes technical projects in collaboration with the Project Lead or Senior Project Manager. This role involves:
- Applying advanced technical and management systems analysis methods to solve complex challenges
- Determining project objectives and overseeing the conceptual and methodological design for project execution
- Providing technical direction to team members and participating in strategic planning activities
Qualifications
- Master’s degree from an accredited college or university
- Relevant degrees or certifications in Early Childhood Education, Data Management, and/or Project Management are a plus
Requirements
- At least 10 years of professional experience; preference for direct experience with Head Start/Early Head Start programs
- At least five years of professional experience with comprehensive report development, including the development of high-profile comprehensive reports
- At least three years of professional experience providing subject matter expertise and/or consultation services
- At least two years of experience as a HS monitoring reviewer and/or team leader in at least one of the HS federal review areas including: program design, management, and improvement; education and child development services; health services; family and community engagement services; fiscal infrastructure; and eligibility, recruitment, selection, enrollment, and attendance (ERSEA)
- Experience in some capacity of data management systems is highly desirable
