Role Description

ICF seeks an Associate Child Welfare Specialist to join our Child and Family Well-Being (CFWB) Line of Business. This role works under the direction of project leadership to support child welfare research, evaluation, technical assistance, implementation, and continuous quality improvement (CQI) efforts focused on supporting child welfare projects aimed at improving outcomes for children and youth in foster care. The Associate Child Welfare Specialist will support all facets of project implementation to ensure timely and high-quality work, while contributing to the overall success of project initiatives.

Key Responsibilities

  • Collect, analyze, and synthesize data from surveys, interviews, focus groups, administrative data, observations, and site visits.
  • Collaborate closely with project teams, support client communications, and contribute to proposal development.
  • Support focus groups, including participant recruitment, logistics, note-taking, and summary reporting.
  • Design, field, and monitor surveys (online and/or paper), including instrument testing and quality checks.
  • Collect, organize, and analyze qualitative and quantitative data.
  • Clean, merge, validate, and document datasets using statistical software such as R, Stata, SAS, or SPSS.
  • Conduct qualitative analysis using coding software such as Dedoose, NVivo, or Atlas.ti.
  • Conduct literature reviews and contribute to research briefs, memos, and other written products.
  • Create clear, accurate data visualizations and support project teams in using data for decision-making.
  • Draft reports, briefs, and presentations for technical and non-technical audiences; incorporating feedback while ensuring high standards of editorial quality.
  • Coordinate day-to-day project operations, including developing and maintaining workplans, timelines, task trackers, and project documentation.
  • Schedule and support internal and client meetings, including coordinating logistics for site visits and other engagements.
  • Engage individuals with lived experience and expertise of the child welfare system by supporting recruitment, accessible participation logistics, and trauma-informed, culturally responsive engagement practices.
  • Support client communications and contribute to proposal development activities.
  • Represent ICF during onsite visits, meetings, and data collection activities.

Qualifications

  • Bachelorโ€™s degree in Education, Public Policy, Social Science, or a related discipline (Masterโ€™s preferred).
  • 2+ years of experience conducting qualitative and/or quantitative data collection, research analysis, or evaluation.
  • Demonstrated ability to produce clear, professional, high-quality written deliverables.
  • Demonstrated ability to independently manage work products and deliver tasks on schedule.

Requirements

  • Experience developing online surveys and using platforms such as Qualtrics.
  • Experience conducting qualitative analysis using software such as Dedoose, NVivo, or Atlas.ti.
  • Experience cleaning, merging, and manipulating datasets in a professional setting.
  • Experience in creating data visualizations using tools such as Power BI or Tableau.
  • Prior experience in a consulting environment.
  • Proficiency with Microsoft 365 applications, including Word, PowerPoint, Excel, Outlook, and Teams.
  • Interest and knowledge of child welfare systems and improving outcomes for children and families.

Pay Range

The pay range for this position based on full-time employment is: $55,665.00 - $94,631.00.
