Role Description

Seneca Global Services, LLC is seeking a full-time ARES Support Specialist to help stand up and execute the Army Readiness and Environmental Solutions (ARES) Research, Development, Test, and Evaluation effort for the Office of the Deputy Assistant Secretary of the Army for Environment, Safety and Occupational Health (ODASA(ESOH)). ARES collects Army environment, safety, and occupational health (ESOH) technology needs, executes appropriated RDT&E Budget Activity 6.4 funds, matures solutions, and supports transition toward Program Executive Offices and users. This position provides financial, requirements, project-tracking, and governance support. It is not a laboratory research job and does not include source-selection authority.

• Track allocation, commitment, obligation, and disbursement of RDT&E 6.4 funds and prepare funding documentation and financial summaries.
• Monitor execution against OSD and Army benchmarks using GFEBS and related tools.
• Operate a centralized intake and tracking process for Army ESOH RDT&E requirements.
• Review incoming requirements against stated Army operational priorities and prepare recommendations for government decision.
• Facilitate requirements-validation boards and document outcomes.
• Draft Broad Agency Announcements, calls for proposals, and related requirements/solicitation support products for government use.
• Track ARES project execution, including cost, schedule, performance, key performance parameters, and risk.
• Support an ESOH technology-transition process, including tracking maturation toward TRL 6 and 7.
• Draft memoranda of agreement, transition plans, and related packages to support integration discussions with Program Executive Offices.
• Support stand-up of ARES governance, including charters, SOPs, internal guidance, and staffing processes.
• Help draft internal policy and guidance that connect DoD acquisition, Army RDT&E, and federal ESOH requirements.
• Develop executive briefings on program health, POM/resourcing status, transition progress, and return on investment.
• Review products for accuracy and Army quality standards.

Qualifications

• Bachelor’s degree in environmental science/engineering, chemistry, engineering, acquisition/program management, business, public administration, or a related field; master’s preferred.
• 8–10 years of professional experience supporting DoD or Army RDT&E, science and technology, acquisition, or ESOH programs, including financial or project tracking.
• Working knowledge of Army or DoD RDT&E processes and of Budget Activity 6.4 (or comparable late-stage RDT&E / prototype funding).
• Experience tracking funding execution (commitments, obligations, disbursements) and using GFEBS or a comparable federal financial system.
• Familiarity with ESOH issues on Army installations or acquisition programs and with how environmental requirements become technology needs.
• Experience supporting requirements intake, project tracking, or technology-transition documentation.
• Strong written and verbal communication skills; ability to prepare senior-leader briefings and official packages.
• Proficiency with Microsoft Excel, PowerPoint, and Word.
• Ability to obtain a Secret clearance.
• Ability to travel as required.

Desired Skills

• Direct experience with PPBE/POM inputs and budget-defense materials.
• Experience drafting Broad Agency Announcements, requests for information, or similar science and technology calls.
• Experience working with Program Executive Offices, program managers, or transition agreements (MOAs, technology-transition plans, CRADAs).
• Knowledge of Technology Readiness Level assessments and moving projects from demonstration toward fielding.
• Working knowledge of CWA, CAA, RCRA, CERCLA, NEPA, and OSHA as they create ESOH technology demand.
• Experience standing up a new program office (charters, governance boards, SOPs).
• Experience briefing Senior Executive Service members, General Officers, or Secretariat staff.
• DAWIA / Back-to-Basics program-management or engineering credential; PMP.
• Experience with Microsoft Teams, SharePoint, Power BI, Visio, and Approvals.
